Housing Scheme for Public Officers on D4 and Below

Overview

Public Service Directive Act of 2014 dated 17th  April 2014 introduced a special housing scheme based on the Self Help Housing Agency (SHHA) scheme for public service employees of Grade D4 and below as a benefit. This was aimed at promoting home ownership among public officers up to D4 level who cannot access housing from the open market.

Who is eligible?

Citizen Public officers of D4 salary scale and below

How do I get this service?

Applications can be lodged with all District Council Offices, Government Ministries and Departments across the country.

What supporting documents are required?
  • Completed application form.
  • Certified copy of prove of ownership/ title (Tittle Deed/ Certificate of Rights/ Fixed Period State Grant)
  • Certified copy of current advice slip.
  • Certified copy of valid national identity card (Omang).
  • Certified Marriage Certificate if married.
  • Confirmation of Employment letter.

 

How long will this service take?

Applicants will be funded on a first come first serve basis. Further, assistance under this scheme is subject to availability of funds or annual budgetary provision.

Where can I obtain this service?

From all District Council Offices, Government Ministries and Departments across the country.

Integrated Poverty Alleviation and Housing Scheme

Overview

Poverty Alleviation and Housing Schemes are implemented in fulfillment of recommendations contained is Section 17.49 of the National Development Plan (NDP 8). The general objective is to facilitate home ownership by citizen low income households (both in urban and rural areas) by assisting them to acquire productive skills as well as establish and manage their own income generating activities.  The intention is not for G

 

overnment to employ or build houses for the beneficiaries, but only to facilitate the process of home ownership and income generation. 

Who is eligible?

Citizens of low income households and unemployed Batswana.

A low income household is defined as any household or individual whose income is below the minimum required to qualify for the Self Help Housing Agency (SHHA) programme.  An unemployed household is a household or individual without any paid formal or informal means of sustenance.

How do I get this service?

Beneficiaries will be selected from respective settlements in which the projects are located, except where specific social groups may be targeted. Selection of beneficiaries is the responsibility of respective City/Town/District Councils in consultation with the Department of Housing.

What supporting documents are required?

Proof of citizenship is required. Further, applicants should meet the following requirements:

  •   Should be unemployed (with or without any employable skills);
  •   Should earn an income below the minimum required to qualify for the SHHA programme;
  •   Should be between 21 and 60 years at the time of application;
  •   Should be able bodied and have no serious criminal record;
  •   Should be prepared to offer labour (as an industrial hand) under the project;
  •   Should be prepared to accept wages to be decided by  the governing body or the Project Co-ordinating Committee (PCC) of the project; and
  •   Should demonstrate devotion during initial orientation to participate in self-help housing projects.
How long will this service take?

Assessments for potential beneficiaries are made on a monthly basis whereupon those successful are enrolled in the programme.

SHHA Turnkey Programme

Overview

This programme assists customers whose plots are undeveloped with no structure. The programme is geared towards promoting citizen home ownership. For a customer to be assisted, the plot should be fenced with a standpipe. 

Who is eligible?

In order to be assisted or qualify for the programme one must be:

  •   A citizen of Botswana.
  •  Individual aged between the ages of twenty one -sixty (21-60) years.
  •   Employed individuals falling within the income bracket of BWP 4 400 to BWP 52 000 per annum. Note that where the applicant is married, spouse income should be taken into consideration in assessing eligibility.
  •  Public employees (D4 and below) falling within the income bracket of BWP 4 400 to BWP 192 000 per annum. Note that where the applicant is married, spouse income is taken into consideration. Self-employed, business persons and farmers fall within the same income bracket.
  • Pensioners who earn between BWP 4 400 – BWP 52 000 per annum and of ages less than sixty (60) years old.

What supporting documents are required?

Customers must present themselves in person with:

  •   Certified copy of  valid national identity card (omang).
  •   Certified copy of Common lease or Certificate of Common Land Grant.
  •   Latest Pay slip.
  •  A certified copy of Marriage Certificate if married.
  •   Verification of employment for individuals working at private companies
  •   Verification of self-employment from self-employed individuals
  •     Surety form obtained from SHHA offices.
How long will this service take?

It will mainly depends on the length of the waiting list and availability of funds at the time the applications is lodged.

How much does it cost?
  • The loan is BWP 90.000.00 payable in twenty (20) years in monthly installments of BWP 375.00 interest free. 
  • Should the applicant default, 10% interest will be charged only on the installment amount for that particular month. i.e. interest is not cumulative.

SHHA Home Improvement

Overview

The main objective of this scheme is to provide funding for extension or renovation of an existing house and/or completion of an unfinished structure. Beneficiaries  of the SHHA Home Improvement loans are expected to start construction of their houses using their own resources and the SHHA loan would be utilized to complete the projects. Councils undertake inspections on site to ensure applicants have already started construction before the loan can be released. The assessment must be done to verify the level of development and loan is only granted if the required amount would allow for the completion of the project. Materials purchased by the loan must strictly be used to build the proposed structure and failure to do so is an offence.

 The maximum loan amount is P60,000.00 payable in installments of P250.00 over a period of 20 years at 0% interest.

  •  A citizen of Botswana.
  •  Individual aged between the ages of 21-60 years.
  • Employed individuals falling within the income bracket of P4 400 to P52 000 per annum.  
  • Public employees (D4 and below) falling within the income bracket of P4 400 to P192 000 per annum. Note that where the applicant is married, spouse income is taken into consideration. Self-employed, business persons and farmers fall within the same income bracket.
  •  Pensioners who earn between P4 400 –P52 000 per annum and of ages less than 60 years old.

  • Verification of self-employment from for self-employed individuals e.g. street vendors, fashion designers.

Pool Housing

Overview

The portfolio responsibility of pool housing is administered by Department of Housing (DoH) under Estate Management Division. The Department of Housing manages pool housing countrywide with the assistance of District Commissioners.

Management of Housing stock in Gaborone and the Southern part of the country is done by the Department headquarters in Gaborone while the Francistown Regional Office handles Francistown and the Northern part of the country.

The pool housing portfolio consists of Government owned houses, BHC and Private pool houses.

Allocation of pool housing is a condition of service and is only limited to eligible public officers as provided for in General Order 135.

Who is eligible?
  • Expatriate contract Officers;

 

  • Officer in categories determined by the Director of Public Service Management from time to time as providing essential services and include Doctors, Veterinary Officers, Senior Police Officers and Heads of major Departments;
  • All Officers on transfer from a duty station provided however, the Officers or their spouses do not own any residential property within the planning area of the new duty station;
  •  Officers occupying Government pool housing or district housing, who wish to change their accommodation.
How do I get this service?
  • Eligible Officers may apply using Standard application form DPSM 22 Rev.94.
  • Applications are accepted only if submitted within three months of arrival at the applicant’s new duty station.

 

What supporting documents are required?

Applicants must attach copies of their transfer letters, national identity cards or passports in case of expatriate officers.

How long will this service take?

This will depend on the availability of vacant houses.

Where can I obtain this service?

In all District Commissioners' offices across the country. Applications can also be lodged with Department of Housing offices in Gaborone and Francistown.
