The Education department provides for hiring of  classrooms, kitchen and pots at low prices for various activities.

 Application to hire

All applicants must write a letter to the Council Secretary detailing name of organization, purpose of hire, period of occupation, number of people to be accommodated, number of classrooms or pots to be hired as well as date of arrival and departure at a school.

How to make payments

You are requested to pay earlier before the occupation date by cash at the Revenue office at Sowa Council Offices; and the receipt forwarded to office No 8 first floor Sowa Council offices.

The fire department is responsible for fire fighting i.e (house fires and veldt fires within its area of operation) and responding to other emergencies like road traffic accidents to save lives.

 How do I obtain the service?

 The community must report all emergencies through an emergency line No: 998 or direct line No: 6213830/40, 24hrs per day and 7days per week. If you can’t go through these numbers, call the police at 999 so that they could convey the message to the fire brigade.

        All emergency calls are responded to free of charge.

 PUBLIC EDUCATION

 Fire department is responsible for all fire Prevention and Public education in the Town. Its duty is to inspect all business premises and Institutions and government offices. The purpose of the inspection is to ensure that the premises are provided with fire fighting facilities and that they adhere to laid safety procedures for the safety of occupants and employees.

  Cost of obtaining these services.

 Fire prevention on Business Premises, Institutions and Government offices as well as public education are provided free of charge.

 FIRE INSPECTIONS

 Inspections required for a trading licence (Acquisition or Renewal)

 All businesses are required to have a fire inspection report when they apply for acquisition or renewal of a trading licence. The report indicates to the licensing authority that the applicant has provided all the needed fire fighting facilities to safe guard the premises. The fire department has its own schedule of inspections and it is done monthly and when there is a request.

PLAN PERUSAL

Fire is a member of a Building Control Council Committee that is responsible for perusal of plans before they could be passed for implementation. In the committee, fire is responsible for advising on matters of safety and provision of fire fighting facilities.

Pound Division is a sub section under Finance and Development Planning Department; it was established under the Pound Act which commenced on the 17th April 1925. The aforesaid section is mandated to collect and dispose of stray animals as well as establish, maintain and operate pounds. The function is found in the first schedule conferred by regulation 4(6) of the Town Councils Act cap 40:02

In exercise of the function the pound Division impounds animals found to have been trespassing upon the Town and we owe a minimum duty of care of the impounded animals for the period within which they are in confinement.

Impounding Procedure:

The Pounds Officer prepares a schedule of operation for the Herd men who ride  on council  Horses to impound roaming animals within the jurisdiction of the town to the council kraal. After impounding   all animals are registered in the pound register showing the date of impounded, the brand, earmarks or earteck.

Releasing Procedure:

Any person claiming impounded animals shall be liable to produce the following.

·         Brand certificate

·         Valid Identity Card (Omang)

·         Affidavit signed by the Police for any animals without brand nor earmark or earteck

Custody of Impounded Animals:

The Council is duty bound to take proper care of any impounded animals and shall be responsible to the owner for any damage or injury sustained by reason of any neglect.

 Charges Attracted by impounded animals are as follows:

·         Trespass fees per head  @  60 thebe

·         Sustenance fees per head@ 25 thebe

·         Mileage charges per head @ P2.00

·         Pound fees per head       @  50 thebe per day

 

 Detention of Animals Impounded

 Impounded animals are detained for o duration of twenty one day effecting from the date of impounded if not realest after twenty one days is subject to auction sale. Under no circumstance shall impounded animals be released without payment.

Sale of Impounded Animals:

Whenever an impounded animal have to be auctioned after the stipulated period the  Pound Officer shall forward an advertisement to the Town Clerk setting marks and distinguishing  perculiaries of  such animals , the  venue, and the date of the auction.

PMTCT is a programme that is offered to all pregnant women who are HIV positive to prevent the virus from passing to the unborn child.

HOW DO I OBTAIN THE SERVICE

 1.     The service is offered to a pregnant woman who is HIV positive

2.     Who agrees to enroll in the programme

3.     Must be Botswana citizen

4.     Have a valid identity card (Omang)

HOW DO I ENROLL IN THE SERVICE

 Step 1

 A pregnant woman registers for Ante-natal care.

 Step 2

Pre- test counseling is offered at the clinic which include HIV testing in which the woman will opt for it. During counseling, if the woman declines supportive counseling is done. If she agrees rapid HIV testing is done and will receive the results within 30 minutes.

 Step 3

If the results are negative the expectant mother is encouraged to repeat the test after 3 months.

 Step 4

But if the results are positive she is encouraged to check CD4 cell count. If the CD4 cell count is >250 a woman is started on Cotrimoxazole immediately to prevent pneumonia and at 28 weeks a woman is started on AZT but when CD4  is <250 the woman is referred to Infectious Disease Control Centre (IDCC) for further management.

 Step 5

During labour and delivery a woman is given AZT every 3 hours and 1 dose of Niverapine. If the woman was on AZT for more than 4 weeks, Niverapine is not given.

After delivery the baby is given 1 dose of NVP and AZT. On discharge the baby is given AZT for 4 weeks and infant formula for one (1) year. Six weeks after delivery the baby is tested for HIV and given cotrimoxazole which he/ she will stop when the HIV test result is negative. The mother is encouraged to repeat CD4 count and counseled on IPT if she has never received it before pregnancy.

 WHO CAN APPOINT A PROXY

The mother can appoint a caregiver who has an identity card to collect infant formula from a health facility. The caretaker should provide the following:

  • An identity card,
  • The mother’s identity card

 Where possible bring the child to assess his/ her health.

Applications for registration of a new school wanting to operate within the Local Education Authority is done at the Education Department.

How do I register?

Applicants complete forms available at Local Education Authority (Sowa Town Council). The forms are available from the above mentioned offices. The forms are to be completed in triplicate.

Requirements for registration

·         Copy/sketch of map showing location of school

·         Copy of a detailed plan of the proposed school buildings

·         Estimated enrollment for both staff and students according to gender

·         Full names and qualifications of staff.

Cost involved in registration of schools

There are no fees needed for registration.
