Selibe Phikwe Town Council

The abattoir section is actively responsible to ensure that wholesome meat reaches the community of the town of Selebi Phikwe and to a certain extent some of the surrounding villages. Food animals are slaughtered and inspected to ensure that no meat is unfit for human consumption reaches the community. This is in accordance with the livestock and Meat Industrial Act.

How do I obtain the service

The service involves other stakeholders such as Veterinary Department of the Ministry of Agriculture that ensures that animals are disease free prior to slaughter at the abattoir.

Also involved is the Tribal Administration (Dikgotla) that provides certified permits to farmers for entry at the abattoir that ensure that animals are cleared of any criminal activities.

It should be noted that the veterinary department also provides “Animal movement permit” with equal number of animals included in the Kgotla permit.

The Kgotla permit is valid for one week (7days) after registration and veterinary permit not more than three days before entry at the abattoir. These are thoroughly checked at the abattoir gate.

These animals are then kraaled after identification to their respective destination (Butcheries) for a night so as to rest and bring blood circulation to at least normal for proper bleeding during slaughter.

Inspection

Then follows the main activity; inspection .This is divided into two:

a) Ante-mortem

b) Post-mortem

Anti-mortem is done first thin in the morning to detect any signs of diseases or unstableness immediately before slaughter so that appropriate action can be taken to avoid slaughtering of unfit animals.

Post mortem inspection is carried out on carcasses for disease conditions that cannot be easily detected with naked eyes on living animals.

Delivery of meat

After postmortem inspection, meat is cleaned with cold water and sound meat will be ready for collection. Collecting trucks are also inspected on entry and has to be canopied for local deliveries and refrigerated for distances over 100 kilometers.

Condemned stuff: All condemned stuff is destined for destruction at the municipal landfill, and then plant is cleaned and made ready for the following day.

The abattoir has cold storage for detaining carcasses found with measles. These are kept at a very cold temperature of minus 10 degrees Celsius for 14 days, after which they are declared fit for consumption and are handed back to owners free of charge.

NB: In all activities involved, inspection of animals is carried out by the Veterinary staff deployed at Selebi Phikwe Abattoir since the introduction of “Livestock and Meat Industries Act” (Meat Inspection and control of Red Meat Abattoir) Regulations 2007.

Routine inspection of butcheries in Selebi Phikwe is carried out by the Abattoir Meat Inspections.

BUSINESS INSPECTORATE

Inspections are conducted in business premises to ensure compliance with Tract Act, Public Health Act, and Food Control Act and Waste Management Act. Such and activity covers compliance with the set health requirements for food and water quality control, waste management, availability of sanitary facilities and health and safety for both workers in the premises and those who visit the premises. Inspection can either be out of request by the client for purposes of renewing the license and request for a new license or routine inspection from the office.

Service standard is that inspection request must be attended within 2 days.

Scrutiny of Building Plans

Building plans for a nay new development or alteration to the existing structure are scrutinized for compliance with Building Control Act, Waste Management Act and Public Health. The Service is available for both citizens and non citizens. The files of the clients circulate with relevant officers for scrutiny and later meeting of discussion or comments made by different departments for either approved or disapproval.

Public Conveniences

The division has ten public toilets located in different areas of the town for sanitary disposal excreta. Two public toilets have been sourced out to be operated by private companies/individuals user fee for rank toilets is P0.50 and P0.75 for new public toilets near transport office.

For inspections the client can require the service telephonically or in person indicating the location and plot number of the premises to be inspected. The service standard is 24 hours.

Disposal of Waste

Selebi Phikwe Landfill located 6 km west of the town receives all waste be it commercial, industrial, domestic, institutional etc, as long as it is non-hazardous waste. This waste presents in the following forms:

Clinical waste

Special waste i.e. – Confidential items from health care facilities, banks, police and the BDF.

Part of this waste is collected by council vehicles and the waste is disposed between 0800 and 1600 hours weekdays and 0800 and 1530 during the weekends and holidays. The service is available to all citizens and non-citizens.

EMERGENCY SERVICES

The fire department is responsible to responding to Fire Calls reported. The other emergency incidents which may not include fire outbreak are known as Special Service. This includes Road Traffic Accidents, Spillage of chemicals and any other rescue operations needed to save life and property from any unfortunate circumstances.

HOW DO I OBTAIN THE SERVICE

Members of the public are expected to report emergency is incidents occurring within their communities to the Fire Department since some incidents like a fire outbreak may occur in premises where the occupants are away. The emergency calls should be made through Toll Free Number 998. When reporting an emergency incident the caller should give the following information to assist the fire officer responding to the incidents to locate the incidents in reasonable time;

PUBLIC EDUCATION

Public Education on Fire Safety is increasingly becoming a pivotal concept used internationally to prevent fires and reduce cost of damage during fire outbreaks for the obvious reasons. The department conduct lectures theory and practical’s on topics covering the use of firefighting equipment (fire extinguishers), evacuation procedures and other related topics.

The Business community, NGO`s, Government departments and Schools can submit their request for training for Fire Safety by reporting directly to the Fire department or written request to the office of the Town Clerk.

HIRING OF CLASSROOMS

In line with the cost recovery members of the community hire classrooms for their activities. Classrooms may be hired to for accommodation and meetings.

CHARGES

Accommodation, P300.00 per classroom/night and a refundable deposit of P200.00.

Meeting: P25.00 per classroom/hour.

PROCEDURE

The applicant approached the school and submits an application and then the school management considers the application, and recommends to the Council Education department for approval. The applicant then pays at the Council revenue department and then takes the receipt to school as proof of payment.

If no damages, the P200 is refunded incase of accommodation.

PEST CONTROL

Environmental Health also undertakes control of pests of public health concern for prevention of spread of communicable diseases and guard against property damage. This is in accordance with Public Health Act Regulations on control of communicable diseases as quotes.

“Prevention of spread of diseases by flies and other insects and the destruction of and removal or improvement of conditions permitting or favoring the prevalence or multiplication of such flies or insects”

Infestation in households, commercial and institutional premises is controlled with the use of chemicals. Reskol and organophosphate is sprayed in a dilution ration of 500ml: 10L. The mode of kill of the chemical is residual and therefore kills the pest after a couple of days. The service is available for both citizens and non-citizens

How do I obtain the service?

Clients present themselves either in person or telephonically to request for the service. The office then conducts an assessment by way of measuring the area to be sprayed. An invoice is then issued for payment after which spraying is conducted. Service is expected to be rendered in two days of reporting as a service standard.

The service is currently charged at P3.00/m2 for residential and P5.00/m2 for institutional.

Rats, Bats, Ticks, Bedbugs, snake and ants

These are other common pests and from all these same procedure is followed expect that different chemicals are used for each pest and the services here are currently free of charge.

PROCEDURES ON APPLICATION FOR TRADING LICENCE

The Commercial Affairs Section is responsible for promoting local economic development in a town in accordance with statutes governing trade. It deals with licensing of businesses and ensures compliance with the Trade Act, Liquor Act & Industrial Development Act and their regulations. It also issues hawkers and street vending certificates.

HOW DO I OBTAIN THE SERVICE

The applicant will have to come to Commercial office whereby he will enquire about the type of licence he wants to apply for. The applicant will then be advised to submit proof of land ownership, either by presenting a title deed (in case of plot owner) or lease agreement (renting the premises).

HOW DO I APPLY FOR SERVICE

The applicant must present themselves to the Commercial office with the above mentioned requirement (lease agreement and title deed). Then the zoning forms will be filled for confirmation of land use by the Physical Planning office and if approved the applicant will be given application forms in which he will have to submit back to Commercial Office together with some requirements as per the Acts. Health and Fire inspectors will then inspect the premises for compliance to their statutes e.g. Public Health Act, Fire regulations. All these information will then be compiled and presented to the Local Licensing Committee and Liquor Control Authority for consideration.

The applicant is then invited to the Trade licensing committee meeting on a set date so as to present his application.

CITIZENS

When applying for trading licences, in case of individuals, one should submit a valid certified copy of Omang or Registration of Business name (optional) and completed application forms.

For wholly owned citizen companies, all company documents must be submitted. Forms like Form 2, 2A, B, C, D, & 3 (new companies) or Form 2 (for old companies) and form 13 & 14 for change of directorship. Certified copies of Omang for directors and manager, Certificate of Incorporation, share certificates and company resolution also have to be submitted.

In case of Liquor licenses there should be a proof of publication in the Government gazette or private newspapers

NON CITIZENS

Non citizens are advised to submit their company documents such as the ones like for the locals, completed application forms, valid work and residence permits for all directors.

ISSUANCE OF TRADE AND LIQUOR LICENSES

Trade and liquor licences are issued on weekly and monthly basis respectively.

All these licenses are renewed annually and here only renewal forms are completed and the above procedures being followed.

- INDUSTRIAL LICENSES AND REGISTRATION CERTIFICATES

The procedure for acquiring these licenses are just the same as other trading licences but for the industrial licenses there have to be an Environmental Impact Assessment report that has to be submitted together with application forms.

The Registration certificates are issued to small and medium scale entrepreneurial citizens only.

- HAWKER AND STREET VENDORS CERTIFICATES

The applicant must bring certified copy of ID, 2 passport size photos and P30.00 certificate fee. These certificates are only issued to citizens and issued every working day, provided the applicant submit all relevant documents.

There are different types of licences with different fees. There is a P100.00 application fee for each fresh application and then license fee after approval by the Licensing committees.

How do I obtain the service?

Clients can request for the service telephonically or in person and indicates the location of the waste. The office will then conduct an assessment of the waste confirming the type and amount for charging and collection purposes. An invoice is then produced indicating date of assessment, name of client, a brief description of the service and plot number. After payment with revenue a receipt for proof of payment is produced and thereafter the waste is collected. The receipt can either be dropped at Environmental Health Offices or remain behind with the revenue office where it will be picked by the service office. The waste has to be collected within seven days of reporting as a service standard

Environmental Health Division is responsible for collection and disposal of all types of waste covering all areas within its jurisdiction. This waste is collected from residential, commercial, industrial and institutional plots usually once a week.

How do I obtain the service?

The service is a scheduled one and clients do not have to make any request for collection unless the collection date has been missed.
