Building control is a section under Architecture and Buildings Department. This section together with Department of Physical planning supervises construction of private buildings and regulate all private development in the District to ensure conformity with Building Control Code.  The department

·         Prepares different types of building plans for council facilities e.g schools, clinics, staff houses etc.

·         Pays staged inspections visits to building sites where building permits have been issued and produce reports.

·         Peruses and scrutinize applications for building permission every month

 How do I apply for the service

 

·         Complete Planning and Building Permission Form in Triplicate

·         Submit four copies of the following;

  Ground floor plan

  Elevations

  Section

  Site Plan

 Septic tank Details or Conservancy Tank

 Location Map

·         One copy of plot certificate, lease etc.

·         For expatriates, a valid passport.

·         A certified copy of Omang for Citizens.

·         Residence permit

NB: All copies must be on A3 size paper and above.

 

How do I obtain the service

 Submit the above mentioned documents to Arch and Building at Masunga Rural Administration Centre (RAC),  office 115 for application processing.

 Who qualifies

 One must be

·         Citizen and Non-citizen of Botswana.

·         In possession of a plot certificate

Who qualifies for industrial license?

Both citizens and non-citizens meeting the following requirements”

·         Provide business background or executive summary

·         Complete Form AIL (1) in duplicate.

·         Provide a copy of the certificate of Incorporation for the company, to indicate that the company is registered in Botswana and share certificates.

·         Provide a detailed description of the production process to indicate how each product will be produced, as requested on the ‘ additional Information ’ sheet, then answer all questions as listed that are intend to answer the environmental issues.

·         Provide an Environmental Impact Assessment Report/Statement, the guidance of which can be obtained from Director- Department of Environmental Affairs in the Ministry of Environment Wildlife and Tourism.

·         Provide an Environmental Impact Assessment Report/Statement, the guidance of which can be obtained from Director.  

·         Submit a Health Inspection Report.

·         Submit a report from Physical planning officer, confirming the zoning of the place of operation, Landboard title deed.

·         Provide lease agreement between the Lessor and the Lessee/Letter from the Landlord showing his/her intention to lease out the plot.

·         Submit  a Work and residence permits for foreign shareholders/directors or Managing Directors. (certified copies)

·         Provide certified copies for identity cards for citizen shareholders

·         Pay an application fees of P50.00

Every license has to be renewed annually.  The license may be renewed provided the holder submits the following:-;

The mandate of the office of Commercial Affairs is to issue Trading Licenses on behalf of Trade, Industrial Development and Liquor committees. The office also issue Registration Certificates for Street Vending, Hawkers and Industrial Development(Manufacturing). Who qualifies for trading licenses?

Both citizens and Non-Citizens meeting the following requirements:

·         Copy of certificate of incorporation for a company/business name-business certificate

·         Copies of share certificates of company and form2

·         Proof of availability of business premises/lease agreement

·         Certified copies of valid work and residence permits for non-citizens

·         Environmental health report for the business premises

·         Proof of advertisement (receipt and publication form) – liquor

·         Proof of zoning from  Physical Planning Office

·         Resolution of the company/letter stating the name of the person who will represent the application during the licensing meeting

·         Certificate of a qualified hairdresser in case of a hairdresser’s license

·         A written agreement letter between the principal supplier and the representative (agent) – Distributor License

·         A covering letter indicating how the business is going to operate and list all items that shall be sold under a Distributor Licenses and Miscellaneous Licenses

What are the requirements for renewing a Trading Licenses

A trading license has to be renewed annually. The renewal must be made two (2) months before the expiry date. It may be renewed on conditions that  the holder has met the following:-

·         Paid any  outstanding fines

·         Paid the Non refundable application fee of 100.00

·         Provided an Environment health report for the business premises

·         Provided  proof of registration and shareholding where applicant is a company.

·         Provided a valid identification document (Omang/Work and resident permits for non citizens.

·         Provided  a copy of respective trading licenses

The programme is guided by the Revised Destitution Policy 2002.  The programme encompasses, permanent destitute, temporary destitute, potential destitute, children in need of care and needy students. Services rendered include: Food basket, Rehabilitation and other basic needs.

All citizens who cannot provide for basic needs due to:

 How do I register a destitute?

A person can be referred to the nearest Social Welfare Officer by

-          self presentation

-          Area councilor,

-          Area officers

-          Relatives/Family member

-          Organizations

-          Or any member of the community

The Social Worker shall conduct a need assessment for registration.

Who qualifies?

All citizens who have been certified as home based care patients by a government registered medical practitioners. Services rendered include: Home based care food basket, Counseling, Referral System, Psychosocial support, Rehabilitation and Repatriation.

 How do I register a home based care client?

On receipt of a referral from the doctor, the client submits the form to the local Social Community Development Officer. The officer, in turn carries out an assessment on the socio economic status of the client. The client will be notified within 31 days whether she/he has been registered or not.

The programme is guided by the Short Term Plan of Action on Care of Orphans in Botswana, Ministry of Local Government, 1999-2001, for provision of basic needs and psychosocial support for orphan children. Services rendered include; Educational and psychosocial support, Monthly food basket and provision of other basic needs.

 Who qualifies?

Any Motswana Child below age of 18, who lost a single parent or both legally married parents.

Self Help Housing Agency is a  programme meant to help the low income people. These programme has two components, which is SHHA LOAN IMPROVEMENT and TURN KEY LOAN.

·         SHHA LOAN IMPROVEMENT is meant to finish, renovate or extend the existing structure. The maximum is one can apply for is P45 000.

·         TURN KEY LOAN is P60 000. The council built the house a give the client a key.

Who qualifies

One must be:

a.       Be a citizen of Botswana

b.      Between 21 and 60 years of age

c.       Have income of not more than P3300.00 per monthly

d.      Certified copy of plot certificate

e.       Verification employment form(to be signed by the employer).

f.       Letter from next of kin if married.

g.      Certified copy of Omang for next of kin.

h.      Advise slip of plot holder.

i.        Certified copy of marriage certificate.

j.        Have an approved house plan

k.      Plot fenced, water connected and storage available (for TURN KEY project).

l.        For applicant more than 60 year must have a surety

m.    Verification self-employment forms (for self-employed citizens) signed by District Commisioner, Kgosi or police

How do I apply?

An applicant  is required to contact the SHHA office at Masunga  RAC  for site visit,  before one  can fill in the application form.

Method of payment

Applicants have three option to repay the loan

·         Deduction from the salary

·         Pay at the council revenue

·         Bank deposit/stop order.

 

Who can appoint a surety

·         The applicant

What qualifies  one to be a surety

·         A person between 21 and 60 years.

·         Be able to pay monthly installment on behalf of the applicant.

What are the requirements for book for inspections

All the stages of house construction shall be inspected by the North East District Council, SHHA.

The Local Authorities Procurement and Asset Disposal Act target all registered business communities within and outside the country Botswana who are willing to conduct business with the Local Authorities. The interested business must have the relevant licences for supplies, works and services to be provided.

 HOW DO I OBTAIN THE QUOTATION/TENDER?

In order to respond to a tender or quotation one must be:

a)            A citizen or non-citizen of Botswana

b)            A licensed business for such work, service etc.

c)            Must have a tax clearance or tax exemption certificate.

  

HOW DO I APPLY FOR THE QUOTATION/TENDER?

The company must be registered with the relevant authority or department for issuance of the trading licence. The Company must have the tax clearance or tax exemption certificate. The company  must also  have share certificate(s) or company ownership letter for declaration of interests by Committee members.   After having all the above requirements  the company can visit our office for registration into the Local Authorities company data bank for quotation procurement.  For tender processes, the company.

 COST INVOLVED IN OBTAINING THE TENDER

Non –refundable cash amount ranging between P150 to P1,000.00 shall be paid depending on the overall tender amount.
