Road Transport Permits
Transport Advisory Board

The major purpose of the Transport Advisory Boards as established under the Road Transport Permits Act (Cap 69:03), is to advice the transport secretary (director DRTS) on any application for road transport permits before him (Sec 4(1) Cap 69:03). However, the secretary is not bound to accept such advice (Schedule 4 Cap 69:03).

Currently there are six boards covering the entire country. There are located at Lobatse, Gaborone, Serowe, Selibe Phikwe, Francistown and Maun. The boards function independent of each other.

Classes of Permit

Section 6 of the road transport (permits) act cap:69;03

  • BA permit - permit used to convey goods, it is an annual permit
  • BS permit - permit used to convey goods, it is a single trip permit used by operators who convey goods for a single trip on a commercial motor vehicles.
  • TA permit - Transit annual permit, used to convey goods and it is usually awarded to foreign registered vehicles which will be operating on transit through the country for a period exceeding 90 days.
  • TS permit - transit single trip also used to convey goods on a single trip on transit through the country.
  • P” Permit - a permit that is used to convey passengers that includes:

            o        Own account permit: issued to operators who are to convey passengers for their own institutions .i.e (Churches, societies, organizations as staff transport)

            o        Passenger Permit (Issued to operators who will convey passengers for hire or reward)

            o        Tour operator (issued to operators who provide services for tours, for hire or reward)

            o        School bus (issued to operators to transport students)

Requirements for "P" Permits Application
  • Own account
  • Certified copy of ID of the applicant.
  • Share certificate and certificate of incorporation of a company.
  • Registration book.
  • Road worthiness certificate.
  • Application fee (P100).
  • Complete NTC1 application form (fill in 2 applications if you need a temporary permit (details of vehicle within three months after approval).
Requirements for Passenger Permit Application
  • Certified copies of ID
  • Share certificate and certificate of incorporation of a company
  • Registration book and Road worthiness certificate if applicant already possesses a vehicle, if not, applicant should provide financial proof (a letter from any financial institution to prove that the applicant will be financed)
  • Complete NTC1 application form
  • Application fee (P100)

*details of vehicle within three months after approval if the application is furnished without a vehicle

Requirements for Tour Operator Application
  • Certified copy of ID of the applicant
  • Share certificate and certificate of incorporation of a company
  • Registration book
  • Road worthiness certificate
  • Application fee (P100)
  • Complete NTC1 application form (fill in 2 applications if you need a temporary permit)
  • Inspection form enclosed in temporary application
  • Should also submit a certificate from Tourism
Requirements for School Bus Application
  • List of students (letter head, signed and stamped) from school or parents
  • Authorization letter from school letterhead, signed and stamped)
  • Certified copy of ID of the applicant
  • Share certificate and certificate of incorporation of a company
  • Registration book
  • Road worthiness certificate
  • Application fee (P100)
  • Complete NTC1 application form (fill in 2 applications if you need a temporary permit)
  • Inspection form enclosed in temporary application
Appeals Tribunal

The major function of the Appeal Tribunal as established by the Road Transport Permits Act (Cap 69:03) is to hear and make determinations on the decision of the secretary regarding any application for road transport permits.

The tribunal may, on any appeal, confirm or reverse the decision of the secretary or make such other order as to the Appeal Tribunal appears necessary and just (Sec 21(6) Cap 69:03).
