Mandate

The purpose of the Department of Public Health is to develop and implement public health policy as well as ensuring that public health goals are met. The department will manage relevant operations including planning, coordination, setting standards, monitoring and evaluation of public health services as well as providing technical support and guidance to partners/stakeholders.

Objectives

1. To provide leadership in all matters pertaining to public health services and ensures that the objectives of public health are effectively attained.

2. To facilitate the availability, interpretation and elaboration of relevant public health policies, including legislation, standards and regulations.

3. To develop and implement a system for planning, resource mobilization and coordination of public health services.

4. To develop and execute appropriate in-service training programs and curricula, as well as undertake relevant research to strengthen public health programs and operations.

5. To develop, promote and strengthen collaboration with other sectors and communities.

6. To provide, coordinate and support public health services.

Functions

1. Disease Control

i) Develop and maintain an effective disease surveillance system for all diseases of public health importance.

ii) Initiate policies, develop operational guidelines, standards and training programs on disease control programs and provide technical support to implementing partners.

iii) Develop and introduce special measures for preventing, investigating and controlling outbreaks and spread of communicable diseases.

iv) Coordinate and monitor disease control programs in collaboration with the Department of Policy Planning Monitoring and Evaluation.

v) Develop and maintain an effective system for collecting, processing and disseminating relevant health/epidemiological statistics.

vi) Identify and implement relevant research activities with special emphasis to disease transmission dynamics, prevention and control diseases in collaboration with the department of Policy, Planning and Monitoring and Evaluation.

2. Sexual Reproductive Health

i) Develop and coordinate maternal, newborn and child survival and development services.

ii) Initiate policies, operational guidelines and service standards as well as competency building programs for SRH and child survival and development services.

iii) Provide technical support and guidance to the implementers of SRH and child survival and development services.

iv) Monitor early child growth, physical and psychological development.

v) Develop and coordinate a program for cancers of reproductive organs.

vi) Develop and oversee delivery of youth friendly services that meet the needs of both in and out of school youth in collaboration with other sectors.

vii) Improve quality and access to infertility and family planning services.

viii) Monitor maternal mortality and morbidity trends and institute remedial action as may be required

ix) Maintain a monitoring and evaluation system for SRH services in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

3. Child Health 

4. Oral Health

i) Provide community preventive services through school and community preventive and promotive oral health programmes.

ii) Initiate and conduct research on oral diseases, conditions, causative related matters in collaboration with department of Policy, Planning, Monitoring and Evaluation.

iii) Provide curative oral services in all oral health facilities and at all levels of national hospital facilities (Primary, District and Referral Hospitals.

iv) Provide oral health rehabilitative services in all oral health facilities.


v) Monitor and evaluate all oral health programs in collaboration with the Department of Policy, Planning, Monitoring and Evaluation.

5. Environmental and Occupational Health

i) Initiate and support research that will provide guidance in assessing and managing environmental health hazards and risks, as well as operational research in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

ii) Develop and implement a Port Health Service.

iii) Develop and implement a health care waste management service.

iv) Implement an environmental health hazard management service including chemical and radiation control as well as tobacco control.

v) Monitor and evaluate Environmental Health programs and interventions as well as those related to Occupational Health, in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

vi) Provide technical support and guidance to the Government and non-Government organizations/agencies and other Implementing Partners on matters affecting environmental health, and occupational health.

vii) Initiate development of policies, standards of practice and guidelines related to Occupational Health and environmental health.

viii) Provide occupational referral services including implementing a workers compensation intervention as well as operating an occupational health clinic.

ix) Provide technical support on matters of occupational health including hygiene and ergonomics to stakeholders.

x) Establish and provide occupational epidemiological services.

xi) Identify and assess the risks and health hazards in the workplace, including the design of the workplace, safety of machinery and equipment in the workplace.

xii) Develop programmes for the improvement of safe work practicesand worker's risk free behaviour.

xiii) Determine workers fitness for work through pre-employment examinations, and surveillance of workers health in relation to work and assessment of incapacity in case of injury.

xiv) Develop and maintain strategies with regard to the management of water, chemicals, air pollution, radiation control, waste management, tobacco control and enforcement of food laws and regulations.

6. Rehabilitation

i) Develop and introduce a system at national level through which the status of people with disabilities is reliably known for the purpose of planning and providing adequate services.

ii) Develop community rehabilitation service standards and establish a cohesive system for ensuring quality service delivery by all Implementing Partners.

iii) Develop and maintain an effective community rehabilitation service that provides for community involvement, in collaboration with stakeholders.

iv) Provide technical support to relevant organizations in order to strengthen community rehabilitation service delivery.

v) Develop and initiate new programs and interventions that are specifically customized to meet the needs of people with disabilities.

vi) Monitor and evaluate policy implementation related to programs and strategies that will promote and empower people living with disabilities,in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

7. Health Promotion and Education

i) Coordinate the development and implementation of health promotion and education policies, guidelines, legislation, regulations, standards and strategies relevant for public health.

ii) Develop, promote and sustain relevant health promotion and education Interventions including new innovations and projects as a basis for building evidence based Programming.

iii) Design, develop and disseminate health information and communications including print, television/video and computer based media in support of all health programs and campaign.

iv) Coordinate the development of community and other structures and processes that enhance community involvement and participation.

v) Build, Coordinate, and facilitate implementation of a Comprehensive National School Health Program in collaboration with relevant stakeholders.

vi) Monitor and evaluate health promotion and education as well as programs and interventions in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

vii) Identify research needs and implement research related to Health Promotion and education in collaboration with the department of Policy, Planning, Monitoring and Evaluation.

viii) Provide technical support and guidance to the Government and non-Government organizations/agencies and other Implementing Partners on matters related to health promotion and education.

8. Nutrition and Food Control

i) Coordinate the development and implementation of policies, regulations, standards and guidelines in areas of food and nutrition including food safety and Control.

ii) Initiate promotion, protection and support optimal and safe infant and young child feeding practices.

iii) Provide technical advice to stakeholders and facilitate provision of information and education to public and other stakeholders in areas of nutrition, food science and technology, food safety and control.

iv) Coordinate malnutrition prevention and control activities.

v) Coordinate testing and analysis of locally manufactured and imported foods and providing technical assistance on food inspection, sampling and investigation to local authorities and other stakeholders.

vi) Coordinate and maintain nutrition surveillance activities and conduct food control and related research.


vii) Monitor and evaluate the implementation of food control and nutrition policies, programs and strategies in collaboration with the Department of Policy, Planning, Monitoring and Evaluation.

9.Mental Health  

i) Guides the provision, planning, organizing, controlling and coordination of sustainable, comprehensive and integrated community based mental health services.

ii) Develop and introduce a system at national level through which the status of those with mental ill health is reliably known for the purpose of planning and providing adequate and appropriate services.

iii) Develop and implement community based promotive, preventive, maintenance and follow up mental health programmes based on the needs of the people with the participation and involvement of the community.

iv) Ensure the prevention of alcohol and other drug abuse and related health and social problems.

v) Ensure the development of mental health services for children and adolescents.

vi) Participating in the training and education of the community and health and other workers on mental health.

vii) Ensure the development and implementation of a mechanism for monitoring and evaluation of policies, strategies and implementation of mental health programmes.
