Mandate

The purpose of the department is to promote health sector relations and partnerships and to develop, coordinate, and disseminate relevant health sector information and strategies for effective and efficient delivery of health services.

Objectives

The Department of Health Sector Relations and Partnership aims to:

1) Develop and implement communication and public relations strategies for the Ministry.

2) Promote public knowledge and understanding of the Ministry of Health, its policies, programmes, and projects.

3) Serve as a "focal point" for partnerships to enhance national and international cooperation and collaboration.

4) Coordinate and initiate the development and review of agreements, protocols, memoranda of understanding with Ministry's bilateral and multilateral partners.

5) Facilitate and coordinate the development and review of health and health related legislation and regulation.

6) Develop and promote a consultative dialogue with stakeholders at community, district and national level.

Functions

1. COMMUNICATION AND PUBLIC RELATIONS

i) Develop and lead on internal and external communication strategy and mechanism for dissemination of information on Ministry of Health policies, programmes and projects.

ii) Develop and promote relations between the Ministry and its various "Publics"

iii) Inform and educate the various "Publics" on Ministry of Health programmes and projects

2. REGULATION, LEGISLATION AND COORDINATION

2a) COORDINATION

i) Serve as focal point for "joint approaches" in health issues with other ministries and key inter-ministerial initiators.

ii) Serve as a "national and international health desk" for partners and others.

iii) Establish an effective coordination mechanism for all health sector services.


2b) LEGISLATION AND REGULATIONS

i) Facilitate on behalf of the Ministry of Health on matters for which legislation and regulations are required

ii) Coordinate the development of legislation and regulation in the Ministry.  

3. AUTONOMOUS BODIES

i) Serve as lead for the Ministry of Health on conducting business with a range of autonomous health and health related bodies and boards (e.g. mission hospitals, Health Professions Council, Botswana Midwifery and Nursing Council, etc.)
ii) Provide leadership and guidance in the establishment of health bodies.
iii) Facilitate Ministry of Health representation on health and health related Boards of autonomous bodies.
iv) Develop and coordinate mechanisms for the utilisation of resources by health bodies. 

4. PUBLIC - PRIVATE PARTNERSHIP

i) Build and sustain partnership with the public and private sector on health matters.

ii) Develop mechanisms for effective collaboration between the Ministry and its partners

iii) Coordinate and promote public-private partnership through out-sourcing, privatisation, joint ventures, etc.
