Mandate

The Department of Policy, Planning, Monitoring and Evaluation (DPPME) became functional in July 2005 as a result of the restructuring exercise. The goal of the Department is to provide strategic direction and support on issues pertaining to health policy, planning, research and information management in order to ensure that policies are well formulated, plans, programmes and projects are coordinated, integrated, monitored and evaluated so as to achieve the national health goals and objectives.

Objectives
1. Coordinate and integrate long and medium term national health sector planning at inter-departmental, inter- ministerial and national level to achieve the overall national health objectives.

2. Provide health policy, planning and research expertise to all departments within the Ministry to ensure that health policies and plans are based on sound social and economic principles, reflect the identified health needs and priorities of the country, and are pragmatic in terms of technology applied and implementation strategies used.

 3. Coordinate the provision of health management information systems to all departments within the Ministry and to other external users for purposes of effective health planning and evaluation, as well as health operational and management decision making.


4. Develop and review health financing policies and strategies.5. Identify research needs, undertake, commission and coordinate research, examine and propose policy changes and  new initiatives.


6. Develop a comprehensive Monitoring and Evaluation (M & E) mechanism to determine the appropriateness,  effectiveness and impact of health services
Functions
1.HEALTH POLICY AND PLANNING
i) Coordinate, formulate, review and disseminate National Health Policies and Strategies
ii) Develop and review National Policy Implementation Guidelines
iii) Produce National Health Service Operational Plans
iv) Provide leadership and support for effective and efficient implementation of health projects and programmes
v) Coordinate the development of Health Specific Disaster/Emergency Management Plans
vi) Develop human resources for health strategy and plans based on health needs and workload
vii) Continuously review the national human resource requirements and advise relevant training institutions/authorities on the identified gaps.
viii) Determine funds for health sector plans, projects and programmes in collaboration with the Ministry of Finance and Development Planning and other relevant bodies.
ix) Develop and review a health financing framework.  
 
2.RESEARCH AND DEVELOPMENT
i) Determine and review national research and development guidelines, policies, and legislation.
ii) Undertake, commission and coordinate research examining and proposing policy changes or new strategies
iii) Develop a framework to coordinate, monitor and strengthen national health and health related research.
iv) Develop capacity for the ministry's ethical, scientific and bio-safety review of health and health related research.
v) Promote research and development through supporting academic and institutional research.
vi) Review and appraise health and health related research.

 
3.MANAGEMENT INFORMATION SYSTEMS
i) Establish, coordinate and maintain an efficient and effective national health information management system.
ii) Produce and disseminate national health statistics
iii) Provide information communication technology and informatics leadership and expertise.
iv) Build a sustainable and reliable Information and Technology (IT) infrastructure.
v) Build electronic health systems in the Ministry and its facilities for the delivery of efficient and timely health care services to the public.
vi) Implement, monitor and evaluate IT projects.
vii) Integrate health information systems on a Health Data network and develop a national health data repository.
viii) Manage and maintain a national health resource and documentation centre.
 
4. MONITORING AND EVALUATION
i) Establish and coordinate national monitoring and evaluation systems.
ii) Develop strategies for monitoring and evaluation of health policies and strategies and their impact.
iii) Coordinate the monitoring and evaluation of the appropriateness, effectiveness and quality of health services.
Administration of the Courts

The Registrar and Master of the High Court is the Chief Executive Officer of the Administration of Justice (AoJ).  He is assisted by the Deputy, Senior Assistant and Assistant Registrars.  The Administration of Justice has 4 major divisions: Legal, Judicial, Master’s and Gener. Generally the Registrar’s office performs functions Quasi Judicial Functions:

  • Management of court case
  • Assessment of damages
  • Taxation of bill of costs
  • Assessment of whether a litigant is a pauper
  • Assessment of security for costs
  • Granting Default Judgment
  • Drafting and signing of Court orders
  • Sheriff’s functions
  • Magistrate’s affairs
  • Administration of Oaths for legal practitioners
  • Accounting officer of the Judiciary
  • Master’s functions
