Mandate

The Gender Affairs Department provides leadership and guidance on gender equality through the mainstreaming of gender perspectives into laws, policies, development frameworks and programme initiatives for all sectors.


 
Functions

 

The Gender Affairs Department (GeAD) is made up of four divisions.;  Its Head Quarters Office is in Gaborone and it has eight operational regional district offices at Kanye, Serowe, Ghanzi, Selibe Phikwe, Kasane, Maun, Francistown and Tsabong.

Policy Division

Main Responsibilities of the Division:

·         Acts as a focal point for coordination of gender mainstreaming as well as the development and implementation of programmes that are intended to fulfill Government’s commitment on the enhancement of the status of women in economic, political, civil, social and culture life be it in the public or private sectors.

·         Supports Promotes the development of gender-sensitive sectoral policies, programmes and procedures, including analysis of policies and programmes to address gender gaps.

·         Formulates and interprets gender and development policies, or components thereof, and establishes performance standards.

·         Facilitates programmes for commemorating important events at local, national and international levels, including International Women’s Day and the 16 Days of Activism on Violence Against Women & Girls.

·         Works with local communities including civil society organisations and groups to promote joint and complimentary programme planning and execution in common areas of common concern on gender and development. among civil society organisations and groups

·         Coordinates development of national gender based violence frameworks and action plans.

 

Networking, Coordination, Project Monitoring and Evaluation Division

Main Responsibilities of the Division:

·         Administers financial grants for economic empowerment of women and implements the poverty eradication programme.

·         Facilitate the participation of women’s groups, NGOs, CBOs, and entrepreneurs in activities that promote, expose and enhance their social and economic status aimed at their overall empowerment

·         Mobilising resources needed for effective implementation of the plan of action for the National Gender Programme Framework.

·         Facilitates programmes for important events at local, national, and international levels, for example: Mini Shows, National Women’s Expositions, Trade Fairs such as BITF and Women in Botswana Business (WIB/SADC) fair.

Training and Information Management Division

The division is composed of two sections:

Main Responsibilities of the Division:

        I.            The Training Section

Main Responsibilities of the Division:

·         Identify training opportunities ion gender and development for both employees of Gender Affairs Department and other stakeholders involved in the implementation of the National Gender Programme Framework.

·         Assist Din the development of guidelines and procedures for implementing gender mainstreaming processes.

·         Develops guidelines for training on gender mainstreaming and other gender and development components.

·         Provide gender mainstreaming support to Civil Society Organisations and other relevant stakeholders.

      II.            Information Management Section

Main Responsibilities of the Division:

·         Package information for extended media coverage

·         Ensure smooth running of Information, Communication and Technology (ICT) Systems within the Department.

·         Promote effective packaging, publishing/ and packaging/dissemination of information on gender and development for extended media coverage.

 

Research Division

Main Responsibilities of the Division:

·         Undertakes both Qualitative and Quantitative research on gender and development.

·         Makes assessment of relevant research proposals and recommend appropriate action.

·         Monitors and evaluates projects undertaken by the Gender Affairs Department partners and provides technical as well as professional advice on gender planning and budgeting.

·         Identifies areas of research based on recommendations from various fora, including research findings.

·         Liaises with different stakeholders undertaking research to incorporate a gender perspective in such research.

 

 
 
Annual Events

 

Annual Events  

The Gender Affairs Department also facilitates the following annual events;

a.       Sixteen Days of Activism Against Violence on Women and Children between 25 November -10 December. The event symbolizes condemnation of all forms of violence especially against women and children.

b.      The National Women’s Exposition which creates a platform for women entrepreneurs to be trained on business skills, to market and show-case their products, learn from one another as well as network with others entrepreneurs.

c.       International Women’s Day which is celebrated on 8th March worldwide for the recognition of women’s contribution in the development processes.
