CHILD PROTECTION REGULATIONS 2015 Children are a blessing from the Lord, a family is dignified by children, and where there is a child there is warmth of love and joy. The Bible says in Psalms 127:3-5 “Behold children are a great heritage from the Lord, the fruit of the womb, a reward. Blessed is the man who fills his quiver with them!” Therefore as the Bible states, every child has to be protected and be well nurtured. This week we bring you a few pointers to understand when it comes to child protection as this is a hot topic currently preached by our Ministers.

CHILD PROTECTION REGULATIONS 2015

The Bible says in Psalms 127:3-5 “Behold children are a great heritage from the Lord, the fruit of the womb, a reward. Blessed is the man who fills his quiver with them!” Therefore as the Bible states, every child has to be protected and be well nurtured. This week we bring you a few pointers to understand when it comes to child protection as this is a hot topic currently preached by our Ministers.

CHILD PROTECTION AND GUIDING PRINCIPLES

The child protection regulations guide us on how we should protect our children from all calamities which they may encounter in the walk of life. The regulations teach us that any person shall not be designated, employed or work in any official or child protection role unless he or she is a holder of at least a Diploma in Social Work, child protection related field, law, education, child development or health related discipline. A social worker or a person engaged in any official child protection role shall, in the discharge of his or her duties: not condone, accept or otherwise tolerate any form of child abuse, exploitation or neglect on the part of any person against a child; collaborate with other service providers and workers in child protection; not encourage or allow the participation of a child under his or her care and direction in matters that may negatively affect the child.

CARE OF CHILDREN

In the interest of child care, parents who wish to enter into a co-parenting agreement shall appear before a social worker in the area of residence of the child for assessment before entering into the co-parenting agreement and where the social worker finds that the co- parenting agreement is not in the best interest of the child, he or she may apply to the children’s court to vary or revoke the agreement.

For purposes of general well-being of a child, a social worker shall be assigned to observe and monitor the emotional well-being and general welfare of the child. A parent, relative or guardian of a child shall keep any confidential information of, or about the child away from the public.

CHILD ABUSE AND REGISTER OF CHILD ABUSERS

Abuse cases are common among children but are mostly ignored, this regulation insists that a parent, a person with the care and custody of a child or a guardian of a child or any other person who gets to know that a child is being abused, shall report the abuse to a social worker. The social worker shall also ensure that the abused child is provided with psychotherapy services for at least one year.

FOSTERING OF CHILDREN

A fostered child has the same needs as any other child from an ordinary home. A foster parent shall therefore safeguard and promote the welfare of a child under his or her care. He or she shall not act in any manner that is contrary to the best interest of the child placed under his or her care. Where a foster parent is not a citizen of Botswana, he or she shall not keep in his or her possession, the birth certificate, travel documents of the forester child.
