Industrial Class and Personnel Relations Division
Purpose

The overall purpose of this division is:

to effectively administer the public service related regulations and terms of service relating to industrial class employees and ensuring that the industrial relations within the public service remain harmonious.

Functions

In order to achieve the above purpose, the division performs the following functions: 

Industrial Class Employees Policy, Priorities and Practices:

  • developing long term public service industrial class administration policy and operation guidelines;
  • coordinating the day-to-day implementation of the approved industrial class administration policy;
  • providing overall leadership on industrial class administration related matters at overall public service level;
  • developing and maintaining sound industrial class administration systems and procedures;
  • liaising with all ministries and departments on all industrial class administration matters; and
  • generally serving as the focal point for all public service industrial related policy, priorities and practices, and provide effective professional direction and coordination.

Administering Industrial Class Conditions of Service:

  • interpreting and applying the regulations pertaining to industrial class employees administration covering recruitment, placement, training, welfare, termination, etc.;
  • developing, introducing and maintaining appropriate decision rules and action instructions based on approved rules and regulations for industrial class employees; 
  • providing day-to-day guidance and advice on all industrial class administration related matters to all ministries/departments;
  • issuing directives and instructions promulgating industrial class regulations related interpretations, changes, additions, etc.;
  • delegating appropriate industrial class administration related responsibilities and authority to ministries and departments as approved by the Director of Public Service and the Head of Civil Service; and
  • introducing modern human resource management concepts and practices for industrial class to improve its overall performance and effectiveness. 
     

Reviewing and Researching on Industrial Class Administration:

  • periodically reviewing the public service industrial class administration related policies, regulations and practices to ensure that they remain relevant and effective;
  • maintaining active liaison with all clients (ministries, departments, trade unions, local authorities and other agencies) in order to obtain reliable feedback on adequacy of industrial class administration regulations and systems; and
  • undertaking specific industrial class administration related research programmes as and when necessary in order to improve the overall public service performance. 

Industrial Class Code of Conduct:

  • developing sound code of conduct for maintaining high integrity of industrial class employees;
  • coordinating the overall implementation of the approved industrial class code of conduct;
  • periodically reviewing the code to ensure that it remains relevant to the needs;
  • monitoring the implementation of the industrial class disciplinary procedures; and
  • providing guidance and direction on all industrial class conduct and discipline related matters. 
     

Industrial Relations within the Public Service:

  • administering the provisions of the regulations pertaining to the consultative machinery at all levels of the public service;
  • providing professional leadership and guidance on all industrial relations matters at all levels of the service;
  • providing secretariat service to the National Joint Industrial Coordination Committee and ensuring that the decisions of the councils are effectively carried out; and
  • ensuring that the industrial relations within the public service remain harmonious and sound at all times. 
     

Industrial Class Terminal and Retiring Matters:

  • developing sound policy and operational guidelines on all matters pertaining to industrial class termination matters e.g. resignations, retirement, dismissal, abolition of posts, etc.;
  • coordinating the day-to-day implementation of the relevant provisions of the regulations and approved policy and operational guidelines;
  • developing and maintaining reliable and up-to-date records on all cases of termination of service;
  • processing each case of termination with due regard to the regulations as well as the processing system to ensure that they remain relevant, effective and eficient; and
  • providing professional guidance and direction on all matters pertaining to industrial class termination of service. 
     

Coordination of Industrial Class Related Public Service Management Matters:

  • developing appropriate industrial class related personnel plans, programmes and practises in the areas of:
    i. industrial class recruitment and placement;
    ii. industrial class training and development; and
    iii. industrial class deployment and utilisation.
  • coordinating and administering the approved industrial class employees personnel plans, programmes and practises covering recruitment, training and deployment;
  • instituting appropriate measures to ensure that industrial class personnel practises and programmes remain consistent with the overall public service personnel practise and programmes; and
  • liaising with ministries and departments to ensure that industrial class related plans, programmes and practices are carried out.
