- Coordinating the overall implementation of the approved career plans (schemes of service);

External Recruitment
Localisation Policy
Localisation of the Public Service involves:
- Coordinating the implementation of the approved training evaluation systems;
- Monitoring progress of localisation and producing progress reports;
- Providing secretarial service to the Localisation and Training Commission;
- Management and review of training agencies' contracts and agreements;
- Ensuring effective management of the Training and Human Resource Development Division;
Technical Assistance Administration
The Technical Assistance Administration offers the following services:
- Providing professional guidance and advice to ministries/departments through Appointment Boards;
- Facilitating external recruitment through agencies;
- Developing an efficient system of administering technical assistance agreements;
- Coordinating the implementation of approved technical assistance agreements and protocol, and closely liaising with relevant agencies and stakeholders;
- Maintaining up-to-date records of Technical Assistance Agreements and protocols;
- Providing guidance, advice and direction on Technical Assistance ministries and departments;
- Ensuring that the relevant provisions of the Technical Assistance Agreements/Protocols are consistently and effectively applied and adhered to by all parties concerned;
- Maintaining effective liaison with the Ministry of Finance and Development Planning and the Ministry of Foreign Affairs and International Cooperation, other ministries/departments and agencies on technical assistance-related matters.
