VACANCY No. 5 of 2011
The Government of Botswana in 2008 signed a 5 year financing agreement with the World Bank to implement the Botswana National HIV and AIDS Prevention Support Project (BNAPS) through NACA. The project is currently at its mid-term and is entering Phase II with expansion to additional health districts. The project has a budget of US$50 million invested in: (1) strengthening the institutional capacity of NACA, (2) funding HIV/AIDS prevention activities at ministerial level and (3) funding HIV/AIDS prevention activities at Civil Society Organization/Private Sector Organization level through a “call for proposal” system.
Due to the expansion to new health districts, NACA therefore requires suitably qualified, diligent and duty conscious persons for the positions detailed below:
District Grant Officer (7 positions) Grade D4
These will be 1 (one) year performance contracts (renewable on need-basis and upon satisfactory performance and availability of project funding.
QUALIFICATION: Degree in basic Health Sciences or Economics or Business Administration or Public Administration or Social Sciences or Development Studies.
EXPERIENCE: 8 years post graduate experience. And at least 1 year experience in M&E in HIV&AIDS. Sufficient knowledge and experience in HIV and AIDS related activities. Experience in donor funded projects is an added advantage. Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience using statistical analysis software (SPSS, EPI-INFO or equivalent)
Main purpose of the job: To support the District AIDS Coordinator (DAC)’s office in the effective monitoring, technical support and implementation of the Civil Society Organizations (CSOs), component (3) of the BNAPS project, on behalf of NACA in the following health districts (Francistown, Kweneng West, Kgalagadi South, Central Serowe- Palapye, Ngamiland East, Ngamiland West, Central Bobirwa (Bobonong).
Duties:
1. Assist the DAC in ensuring that all approved proposals are announced in both print and electronic media at the district level.
2. Assist the DAC in reviewing district proposals.
3. Assist the DAC in ensuring that each implementing agency receives a written receipt of its proposal with accompanying feedback.
4. Assist the DAC in ensuring that proposals approved are in-line with the Call for Proposals (CfP) themes and guidelines i.e. results-based and in-line with both the Project Steering Committee (PSC) priorities and the district implementation plan.
5. Assist the DAC in ensuring that all implementing organizations understand the contractual precedents before signing the Grant Agreement.
6. Assist the CSOs in identifying and defining modalities for collecting baseline data for the specified indicators, during the first quarter of implementation.
7. Assist the DAC in ensuring that indicators being measured are in-line with the BRHIMS and the BNAPS Project document.
8. Assume primary responsibility for preparing the consolidated quarterly progress reports and forward to NACA upon approval from the DAC, emphasizing implementation progress, financial management and procurement procedures.
9. Assume primary responsibility for verifying that project implementation is in-line with progress reports submitted; and
10. Assume primary responsibility for the preparation of consolidated quarterly and annual progress reports to NACA, emphasizing performance-based implementation progress, financial management, financial controls and adherence to procurement guidelines and procedures.
11. Monitor implementation and alert the DAC and BNAPS Secretariat at NACA immediately, if there are any noted deviations from the conditions stipulated in the Grant Agreement by any organization supported under BNAPS.
