What kind of environment does corruption thrive in?

Corruption thrives where temptation coexists with permissiveness. Where institutional checks and balances on power are missing, where decision making remains obscure, where civil society is thin on the ground, where great inequalities in the distribution of wealth condemn people to live in poverty.

Corruption is relatively low in Botswana; in fact Transparency International has placed Botswana as the least corrupt country in Africa.

Any person guilty of corruption in Botswana, upon conviction shall be liable to imprisonment for a term not exceeding 10 years or a fine not exceeding P500 000 or both.
