General description:

Main Purpose of the Job

To plan, manage, coordinate and direct the implementation of Public Service reforms, facilitate formulation, review and evaluation of policy and strategic planning in the Ministry.

Job description:

Duties

1.  Provide professional advice and direction for the achievement of the Ministry’s vision and mission.

2.  Monitor, evaluate and appraise Management on the impact of reforms in the Ministry. 

3.  Facilitate benchmarking process for sustaining Ministry performance improvement.

4.  Communicate and educate employees about the strategy and facilitates feedback mechanisms

5.  Analyse departmental reports, deduces organisational performance trends and recommends approppriate initiatives to close performance gaps.

6.  Ensure all business and support units are aligned with the strategy.

7.  Link financial, human resources, information technology and marketing to strategy

8.  Appraise individual staff performance to ensure that policy and strategy meets performance standards as per agreed performance contracts.

9.  Facilitate capacity building on performance and change management skills at all levels within the Ministry.

Job requirements:

Qualification:  Degree in Social Sciences, Strategic Management or related field. Acquired training in Balanced Score Card will be an added advantage.

 

Experience:     At least eight (8) years post qualification experience, two (2) of which should have been served in Strategy Management or equivalent.
