CHINA HANDS OVER THE MULTI-PURPOSE YOUTH CENTRE TO BOTSWANA The People's Republic of China handed over the long awaited Gaborone Multi-Purpose Youth Centre to Botswana on Friday at a small handover meeting at the centre. China was represented by the Chinese Ambassador to Botswana, H.E Liu Huanxing while Botswana was represented by the Minister of Youth, Sport and Culture, Hon. Shaw Kgathi at the event.

The People's Republic of China handed over the long awaited Gaborone Multi-Purpose Youth Centre to Botswana on Friday at a small handover meeting at the centre. China was represented by the Chinese Ambassador to Botswana, H.E Liu Huanxing while Botswana was represented by the Minister of Youth, Sport and Culture, Hon. Shaw Kgathi at the event.

The Botswana side was also represented by the Ministry of Infrastructure, Science and Technology's Permanent Secretary, Mr Dikagiso Mokotedi on behalf of Minister Johnnie Swartz. The Ministry of Foreign Affairs and International Cooperation was represented by Ambassador Naomi Majinda and some of the officials from the Asia Department.

The event took place at the centre and then later the delegation toured some of the buildings which Minister Kgathi said would be very important to improve the lives of the young people.

Ladies and gentlemen

 

 

1.  Good morning!

 

2.  Your Excellency, it is now in the public domain that Chinese assistance to Africa has increased tremendously over the years. And Botswana has not been left out in this act of benevolence.

 

3.  In that connection,  Botswana Government recognizes and cherishes the bilateral relationship that Botswana has had with the People’s Republic of China for more than 37 years. This relationship has yielded a lot of benefits for both countries and continues to do so today.

 

4.  The People’s Republic of China is indeed a friend of Botswana and that friendship has been operationalized through a number of Agreements which have benefited our country greatly. One such Agreement relates to investment in the Gaborone Multipurpose Youth Centre which is being handed-over to the Republic of Botswana by the Chinese Embassy on behalf of the People’s Republic of China now.

 

5.  We appreciate this wonderful gift which came about as a result of the Letters of Exchange that were signed in 2002 between the two Governments. The project started in 2009 and today we are pleased to be receiving the completed project, in terms of the project scope and specifications.

 

6.  Outstanding works such as fire hydrants and others will be attended to by the Government of Botswana through my Ministry and Ministry of Infrastructure, Science and Technology.

 

7.  Your Excellency, this project will assist the youth of this country in many respects, especially that it comes at a time when our youth are excelling in different sectors such as sport, the arts and academia.

 

8.  The Gaborone Multi-Purpose Youth Centre will assist the Botswana Government to keep young people busy because they have been struggling to find suitable places to perform their arts as well as enjoying their different sporting activities.

 

9.  Your Excellency, I must indicate that the facility needs appropriate equipment so that it becomes fit-for-purpose and fully functional. I am therefore pleading with you  that if possible, your Government assists in the provision of the necessary equipment.

 

 

10.              Once again let me take this opportunity to thank the People’s Republic of China for this wonderful structure and hope that this is not the last of the structures to be constructed in Botswana to assist us in developing and empowering our youth and Batswana in general.

 

11.              On behalf of the Botswana Government, I receive the completed Gaborone Multi-Purpose Youth Centre and assure you Your Excellency,  that this will go a long way in cementing the friendship that already subsist between our people.

Speech by H.E. Mr. Liu Huanxing at the Hand-Over Ceremony of the China-Assistance Gaborone Multipurpose Youth Center

Distinguished Guests,

Ladies and Gentlemen:

 

Good morning!

 

It is my privilege to attend the Hand-over Ceremony of the Gaborone Multipurpose Youth Center built with interest-free loan provided by the Chinese Government. First, on behalf of the Chinese Government, I wish to extend my sincere appreciation to all the distinguished guests for your presence here, and especially to the Ministry of Youth, Sports and Culture for making adequate preparations for this ceremony.

 

The Gaborone Multipurpose Youth Center aims to represent the strength of the overall relationship between China and Botswana. It is an economic and technical assistance project supported by the Chinese Government to the Botswana Government. According to the Letters of Exchange between the two Governments signed on 30th October 2002, Chinese Government entrusted Zhong Ding International Engineering Company to conduct the project. The project began in 2009 and completed in 2011. As the contractor, Zhong Ding Company has made tremendous efforts to ensure an earlier hand-over of the project. I would therefore like to take this opportunity to extend my respect and congratulations to them.

 

As you may know, with a view to further developing friendly relations and economic and technical cooperation between China and Botswana, ever since the establishment of the diplomatic relations between two countries, the Government of China has been providing continuous aids to Botswana as we are able. The funds were used to finance the rehabilitation of railway system, the construction of more than 200 kilometers road, the building of residential houses and two primary schools. Currentlythe Gaborone Multi-purpose Youth Center has also been completed, which will provide a place of leisure and entertainment to the Botswana people, especially the youth, and enrich their lives.

 

In regard of the technical assistance, the agricultural assistant program was carried out in 1978; more than 120 Chinese technical staff were assigned consecutively to undertake the land surveying and planning project; in 2009, 3 Senior Chinese Agricultural Experts were assigned to provide free technical assistance services, and 12 Chinese Youth Volunteers were dispatched to work under the Ministry of Youth, Sport and Culture and the Ministry of Local Government. Dispatching China Medical Team to Botswana is also an integral part of general aid plan by China to Africa. Up to now, 364 Chinese doctors and nurses have served in Botswana and more than 1.93 million local patients were benefited from their service.

 

Besides, cultural and educational exchanges continue to prosper. This year, 22 Botswana students went for further study in China. Up till now, 448 officials and technicians from Botswana attended seminars and short-term courses in China in fields of trade, education, communications, energy, information industry, finance and etc. It is through such close partnership that our mutual understanding, respect and trust have been deepened.

 

Ladies and Gentlemen,

 

As the Chinese Ambassador, I am happy to see that China has always been willing to render support to the culture infrastructure development of Botswana. I wish and believe that as the two Governments continue to work together in the future, more and more Botswana people, especially the youth, will benefit from the cooperation between our two countries.
