General description:

Applications are invited from suitably qualified candidates for the  post of Chief Physical Planner and Estate Management Officer in Local Authorities.

Job description:

DUTIES

  • Manages and coordinates the functions of physical planning, self help housing and estate management.
  • Reviews housing, physical planning and estate management policies, guidelines and regulations and make recommendations to the supervisor.
  • Supervises and guides performance and development of the Departmental staff.
  • Prepares and monitors the recurrent and capital covering the operations, development and maintenance of the Department.
  • Coordinates the preparation of short term and long term spatial development plans in the District.
  • Plans for and implements environmental planning and management programme in consultation with the Department of Town and Regional Planning in order to promote harmony in land use, prevent pollution and to ensure healthy development standards.
  • Coordinates and monitors all physical development projects undertaken in District/Town Councils, Private, Parastatal and government bodies to ensure conformity with approved standards with a view of coordinating settlement growth and development programmes.
  • Ensures that standards, regulations and professional ethics are adhered to in preparation of urban and rural settlement development plans, detailed layout plans, monitoring and enforcement of development control code.
  • Facilitates plot conversions and progressions of plots for title deeds to the Attorney General Chambers, Lands Division and draws feedback for further action.
  • Establishes appropriate and measurable work standards, setting targets individual performance and reports the results of these initiatives to the conducts public education on housing policies and programs.
  • Undertakes market research to determine rental levels for Council properties and recommends accordingly.
  • Facilitates land acquisition for all Council projects.
  • Facilitate assessment , measurement and valuation of ratable properties
  • Ensures effective implementation of self help housing programs.

Job requirements:

QUALIFICATIONS

  • Degree in Urban and Regional Planning,Degree in Housing Management or Estate Management or related field.

EXPERIENCE

  • At least 12 years relevant on the job work experience, 2 years of which must have been served at D2 level
