Job description:

MAIN PURPOSE OF THE JOB

  • To coordinate, direct and supervise the implementation of human resource functions.

DUTIES

  • Directs, manages and supervises the Human resource Division.
  • Provides professional advice and guidance on human resource administration and management.
  • Administers human resource policies, rules and regulations governing the terms and conditions of the Local Government Service such as General Orders,  Pensions Act, Regulations for Industrial Employees, Employment Act etc.
  • Coordinates, compiles and monitors development of manpower budget for the entire Local Authority.
  • Develops monitors and reviews terms and conditions of service of staff at the Local Authority level.
  • Coordinates manpower audit to facilitate employee resourcing, training and development in the Local Authority.
  • Manages conflict resolution processes to ensure impartiality.
  • Facilitates effective implementation of the approved staff welfare and safety regulations.
  • Coordinates training needs assessment to facilitate development of skills inventory and needs for the Local Authority to address performance gaps.
  • Undertakes any other related duties as directed by management.

Job requirements:

QUALIFICATIONS:                

  •  Degree qualification in Human Resources Management or related field.

EXPERIENCE:                      

  • At least 10 years relevant work experience, 2 of which must have been served at D3 level.
