APPLICATION FOR DOMESTIC WATER

People are encouraged to connect their plots to reduce mis-use of water at public standpipes.

HOW DO I OBTAIN SERVICE

  • The applicant plot have to be fenced
  • The plot should be less than 400m away from the service line (connection point)
  • Customer must present themselves in person or send someone with a certified copy of Omang and customary land certificate

HOW DO I APPLY FOR SERVICE

  • Provide certified copy of Omang
  • Provide certified copy of land certificate
  • Fill the application form provided at the office or online
  • Submit the form at the nearest office (water and waste-water) of that particular Local Authority

OPTIONS OF CONNECTIONS

Upon approval (three options are available not applicable to all Councils) connection fee differ 

  • The customer will be required to pay
  • Connection fee and Dig the trench himself.
  • The customer provide pipeline materials and dig trench himself then the Council will provide standpipe at a cost of P290.00
  • The customer pays fixed amount and the council provide labour and all the materials needed.

METHOD OF PAYMENT 

  • Cash or bank guarantee cheques are allowed at the revenue office

  • What is the objective?

 

Through this programme communities are given a grant of a maximum of P250 000 for a small income generating projects.

 

What kinds of projects are funded?

 

  • Production or market stalls
  • Horticultural gardens
  • Poultry
  • Brick moulding
  • Sorghum mill
  • Bakeries
  • Houses for extension staff
  • Other production oriented projects.

 

What are the requirements?

 

  •  Beneficiaries are requested to contribute 5 % either as cash or in kind.
  • The project has to be identified, planned and undertaken at the initiative and with active participation of the community.
  • It must benefit the marginalized especially the poor.
  • It has to be income generating
  • It has to be economically viable.

Who is a destitute?

 A destitute is a person who is socio-economically disadvantaged. The destitute persons are characterised into two types:

 Permanent destitute person

Temporary destitute person.

 The category in which the destitute person will be placed is determined by the social workers after assessment.

Definition of a Permanent Destitute

An individual who is unable to engage in sustainable economic activities due to:

 

  •  disability
  •    chronic health condition
  •    Insufficient assets and income sources.

 

Who qualifies for support?

 An individual who is:

  • Possessing not more than four livestock units
  • Earning or receiving an income of less than P120.00 per month without dependents or less than P150.00 per month with the dependents

A dependent is someone who is under 18 years of age, who depends on an adult for more than half of his or her subsistence.

 Definition of a Temporary Destitute

A person who is temporarily incapacitated until he/she can support him/herself due to:

  •  Floods
  • Fire
  • Motor vehicle accidents
  • Ill- health, etc

They are usually able bodied people who are encouraged to engage in the rehabilitation programmes so as to exit the destitution programme.

  What assistance do I get?

Food Basket

Destitute persons are provided with a food basket every month and this caters for both the beneficiary and his/her children who are 18 years and below or are still in school

 Shelter

 Shelter is provided where the destitute person is found on assessment to be lacking such shelter.

 Burial

  •  Destitute persons are buried at the locality where death occurs or where the person regularly resides.

 

  • Where relatives need a private burial or want the deceased to be buried in a location where they did reside, they are free to bury them at their own expense.

 What happens to the family of deceased?

  • In the event of death all assistance except funeral expenses will cease to be issued in the deceased’s name.

 

  • The re-assessment will be taken to determine the new head of household as well as the level of assistance.

 

 Cash allowance

 Destitute persons qualify for a cash allowance of P81 every month.

 Other basic necessities

 In addition to that needy students are supported with school uniform, toiletry, private clothing and other educational needs.

  Exemption from access to services

DIVISION OF MATRIMONIAL PROPERTY 

1.       SERVICE DESCRIPTION

This service is provided by customary courts upon appointment by the High Court to carry out the division of matrimonial property between previously married parties whose divorce has been granted or the dissolution of their marriage has been finalized (decree nisi). All that the customary court does is to execute the order of the High Court.

2.      HOW DO I OBTAIN SERVICE?

The concerned parties must present themselves with an order from the High Court instructing a particular customary court to divide the property among the parties.

3.       HOW DO I APPLY FOR THE SERVICE? 

  • Produce an order of the High Court
  • Valid Omang
  • List of Property 

4.      COST INVOLVED IN OBTAIN THE SERVICE?

DIVISION OF PROPERTY

1.      SERVICE DESCRIPTION

This service is provided by customary courts upon appointment by the High Court once the litigants have obtained their decree nisi, and in instances of a sour relationship of cohabitation, distribution of Boswa (inheritance).

2.      HOW DO I OBTAIN SERVICE

For orders from the High Court, Customer must present themselves with an order from high court instructing a particular Customary Court to divide the property of the parties. For cases of inheritance and cohabitation, where the intervention of the court is sought, the aggrieved parties should bring their complaint to the Kgosi accompanied by their ward head and their parents, a list of the property under consideration should also be presented. Customary court will issue both concerned party with a summons for the case hearing. During the process of hearing the court undertakes a tour to view immovable property and hence conduct its assignment.

3.      HOW DO I APPLY FOR THE SERVICE

  • Produce the  High Court order
  • Come in person
  • Valid Omang
  • List of property
  • Full particulars of the litigants
  • Both  parties  are to accompanied by the ward headman  and their parents

DIVISION OF PROPERTY/DIVISION OF ESTATE (BOSWA) 

1.       SERVICE DESCRIPTION

This service is provided by customary courts at Headman of Record (Kgosana yo o sekisang) level involving disputes emanating from the following:

  • A result of couples who have been cohabiting going their separate ways,
  • The dissolution of customary contracted marriages, or
  • Those that normally occur during the division of estate of parents among the siblings.  

2.      HOW DO I OBTAIN SERVICE?

Any aggrieved party must approach a customary court with his or her complaint. They must ideally be accompanied by their parents. A list of properties under consideration should also be provided. A customary court will issue a summons to the defendant notifying him/her about a civil suit and the date of trial. The court may undertake a tour to view any immovable property belonging to the parties.

3.      HOW DO I APPLY FOR THE SERVICE?

  • Valid Omang
  • Full and valid details of Defendant  

4.      COSTS INVOLVED IN OBTAINING THE SERVICE?

There are no costs to be incurred in order to access this service

This services is aimed at empowering economically vulnerable people by engaing them in suitable social and economic activities.  The assistance can be obtained from Home economic extension officers in all districts.

The overall objective of Community Home Based Care is to provide quality care, counselling, psychosocial and spiritual support to the patients and their families in a home setting.

 Types of assistance

Food Basket

Patients receive food basket monthly that should be prescribed by Government Dietician or otherwise be derived from the existing CHBC standard food basket based on the condition of the disease and the nutritional needs of a eligible patient determines it.  There are mainly two types of patients, those on oral tube feeding and those not on oral tube feeding.

The cost of prescribed food basket for patients on oral tube feeding will be up to P1200.00 per month.

The cost food basket for patients not on oral tube feeding will be up to P500.00 per month.

The food basket determined by the dietician/ Medical Doctor should be reviewed after every 3 months, to monitor progress.

Transportation

Transportation of needy CHBC patients’ checkups is coordinated and managed under the programme.  Vehicles purchased under the programme should be used for all transportation of the beneficiaries under this programme, through a joint venture of core service providers (Nurse/ Social Work) under the programme.

Repatriation

CHBC Coordinator and social worker should undertake repatriation of patients jointly.  A terminally ill patient should be accompanied by either a nurse or social worker depending on the condition of the patient.

Counselling is a crucial of the Community Home Based Care Social Safety net programme.  It is therefore embedded into the programme and must be carried out by the CHBC social worker at all costs.

Rehabilitation

Patients registered under this programme, recovering as a result of    proper counseling, eating correct diet, adhering to the ARV therapy and responsible living are obligated to enrol in rehabilitation programme as described under the “Guidelines for Implementation of the Rehabilitation Programme for the Destitute Persons”. The medical doctor report will determine participation on the rehabilitation programme.

Burial

Where there is a need registered CHBC patients who die while in the programme may be buried by council.  The conditions of the provision should be as   per the Revised National Policy on Destitute Persons of    2002. Budgeting for the funeral expenses of the CHBC patients is the responsibility of the CHBC Social Workers.

IPELEGENG PROGRAMME

SERVICE DESCRIPTION

Ipelegeng is a Government Initiative or programme whose main objective is to provide short term employment support and relief whilst at the same time carrying out essential development projects that have been identified and prioritized through the normal development planning process.

  • Targets unskilled and semi-skilled labour for short term assistance due to other economic factors through the use of simple tools and machinery.
  • Focuses on maintenance of public facilities
  • Is targeted mainly at being a source of supplementary income and employment to, but not limited to, vulnerable members of the community.
  • Shifted its focus from drought relief to poverty alleviation in 2008.
  • Currently the programme targets at engaging a total of 50,000 beneficiaries per month.

The Ministry coordinates programme implementation at the national level through the DLGDP while implementation of the programme is done by all Local Authorities in both rural and urban areas. 

Projects Eligible To Be Undertaken Through Ipelegeng

  • Maintenance of  drift fences, primary and secondary school facilities, health facilities, staff houses and government facilities
  • Desilting of dams and storm water drains
  • Vegetation control (Bush clearing and grass cutting in public spaces and along public roads)

 Implementation Procedure or Process

  • Projects are initiated by the communities through the assistance of the Local Authorities
  • Approval of implementation is given by the Ministry funds permitting.
  • Project implementation is supervised by the Local Authorities through Programme Coordinators

 Eligibility For Engagement On The Programme As A Beneficiary

  • Any citizen aged 18 years and above may apply for and get a chance to be engaged in the programme.
  • Must have a valid Omang /Identity
  • Recruitment is done by the Village or Ward Development Committees (V/WDCs) at the village Kgotla.

 Type of Benefits

  • Current wage rates are P400 per month for casual labourers and P534 per month for supervisors.
  • Employment is for a period of 20 days, working six hours a day.  Employment is not on permanent basis. All beneficiaries must apply monthly and are engaged on rotational basis with preference given to those who were not engaged previously thereby spreading the opportunities and benefits.

ISSUANCE OF LIVESTOCK SALES PERMIT

1.   SERVICE DESCRIPTION

All livestock in Botswana are required by law to be registered and a sales permit be issued for the purpose of identifying if the seller is the owner of the said livestock, to curb incidences of livestock theft, to legitimize the ownership of livestock to the buyer, and to monitor stock movement from one place to another .  The sales permit is valid for seven (7) days and the livestock must be slaughtered within these days.

2.   HOW DO I OBTAIN SERVICE

Customers must present themselves in person with a certified copy of their national identity card, brand certificate, livestock owner’s ID to the main Kgotla.  The owner should bring a witness.  They should bring their livestock with them for purpose of identification.

Can I send somebody / representative to conduct the transaction on my behalf

In the event when you are unable to come in person, you may send a representative to obtain this service on your behalf.  The representative must bring the following:

  • Certified copy of Omang
  • Letter authorizing that person to conduct the sale on your behalf
  • Representative’s  certified copy of Omang
  • Brand Certificate
  • Witness 

3.   COST INVOLVED IN OBTAINING SERVICE 

  • Smallstock = P0.50
  • Cattle = P1.00

This service levy is paid to the Council by the buyer.
