Description

All Pre-schools, Nurseries, Day-cares and reception units in Primary schools are required to be registered to legalise their operation as required by the Early Childhood Care and Education Policy of 2001.

How do I obtain a Service

1.  Obtain application forms from the nearest Local Authority where the school will be located.
2. Submit the filled application form to the Local Authority for assessment
3. The facility will be inspected to establish if it meets requirements by different Departments like Environmental Health, Building Control, Planning Department, Regional Pre-school Office, Home Economics Division.  
4. The facility has to pass all inspections.  The applicant may be advised on adjustments as necessary.
5.  The application will undergo approval assessment through the relevant Local Authority committee at a scheduled sitting.
6. If approved the applicant will be issued with a license that specifies the permit period renewable annually on condition that the facility maintains required standards. 
7. The license will also indicate the prescribed number of children to enrol, hours of operation and type of service offered.
8. If it is a Reception Unit in a Primary school, the Local Authority Committee will forward the application to the Ministry of Education & Skills Development for approval which will issue a registration permit.
9. The Reception Unit will therefore get both a license from the Local Authority and a Registration permit from the Ministry of Education & Skills Development which does not require renewal unless otherwise revoked by the ministry to cease operation.
10. License renewal is on condition that the service provider maintained required terms of operation.

* Note that registration is of a facility which has to pass all requirements and inspections, not just a school name, company name or a plot.

Cost Involved

• The applicant will pay for a license fee at the Local Authority as prescribed by that Authority once operation is approved and later annually when the license gets renewed.  Amounts differ in different districts.  The average amount goes up to P100.00
