The Ministry of Defence, Justice and Security invite applications from qualified citizens of Botswana to fill the post of Director in the Ministry Headquarters.


1.       Main purpose of the job


To provide professional support and strategic leadership in all matters pertaining to public safety, prisons and refugees, including initiating drafting related policies, legislation and standards.


2.       Key Performance Areas


  • Analyses issues and advises relevant authority on a wide spectrum of issues under the Ministry as per the main purpose of the job so as to inform formulation of policies and programmes.


  • Drafts in consultation with the relevant agencies and review of relevant policy guidelines and frameworks with respect to public safety, prisons and refugees.


  • Initiate and continuously review/align strategies for the implementation of policies, programmes and projects to achieve the mandate of the Ministry in the relevant areas.


  • Provides professional advice and support to the policy and programme implementation structures such as Refugee Advisory Committee and others, including compilation of annual or periodic reports necessary for decision making.


  • Serves as a key and profession liaison between government and stakeholders like non state actors, civil society, regional or United Nations’ agencies.


  • Analyses, advises and facilitates appeals to different government authorities on matters falling under the Ministry, and as may be provided for in the laws and policies.


  • Prepares briefing and position papers for the Ministry leadership to facilitate decision making and to capacitate the Botswana delegations to assemblies, conferences and meetings on matters relating to the Ministry, and global reviews on matters of the Ministry.


  • Coordinates logistics and programme content in respect of Ministry coordination and management of Joint Permanent Commissions on Defence and Security (JPCs) held on rotational basis between Botswana and her neighbours.


  • Develops and monitors implementation matrices of all relevant matters.


  • Ensures Ministry of Defence, Justice and Security contribution to mandatory periodic reporting, compliance and domestication of Southern African Development Community, African Union, United Nations Treaties, Conventions and Protocols as they relate to the mandate of the Ministry.


Qualification Profile


To be considered for appointment to this position, candidates must have at least a Degree in the following related area; Social Sciences, International Relations/Diplomacy/Peace Studies, Security Studies, plus sixteen (16) years relevant post qualification experience, two (2) years of which must have been served at Senior Management level (E2).

6.       Salary scale:     E1 (370,692 – 385,680) per annum


Appointment will be on contract for 24 to 36 months, with gratuity at the rate of 25% payable upon expiry of the contract, renewable upon outstanding performance.


7.       Benefits:

Optional contributory Medical Aid Scheme (Government pays 50% and employee 50%).


8.       Leave:    30 working days per annum
