The Department is responsible for managing and coordinating the functions of physical planning, self help housing programme and management of Council property including the valuation of private property for rating purposes in conformity with established legislations, regulations, codes, policies and directives governing the business of local authorities.

The department is made of three divisions:

• Physical Planning Division,
•  Self Help Housing Division
• Estate Management Division

This division is responsible for promoting sustainable utilization of land through orderly development with a view to providing a conducive physical environment for enterprise and environmental health. There are three sections under physical planning namely:

Settlement Planning and Design: this section is responsible for the preparation of physical development plans, detailed layout plans, land use plans, and district settlement strategy.

Development Control and Enforcement: The section undertakes development control, planning enforcement and provides professional advice to public and private developers on procedures and requirements for planning.

Cartography and Draughting: The section provides mapping, Draughting and technical information services for planning purposes.

This division is responsible for the planning, coordination, implementation, monitoring and management of housing programmes targeted at low and middle income households. There are two sections under this division and these are:

Housing Finance/Accounts: This section facilitates access to housing finance to provide housing for low and middle income households.

Technical Services: The section is responsible for organizing, educating and monitoring construction progress in accordance with planning and building regulations.

This division is responsible for the management of Council properties and valuation of private property for rating in conformity with established legislations, regulations, policies and directives governing the business of local authorities. There is only one section under this division in non township districts like South East District Council:

Property Management: This is responsible for the acquisition, management and administration of Council property.
