The Education department is responsible for the registration of schools both government and private under the Education Act CAP 58.01 which states that registration is compulsory. Registration of schools is the joint responsibly of Ministry of Local Government and Ministry of Education Skills and Development.
Application for registration of schools are made on two (2) forms; Form 2 – is for registration of new schools
Form 4 – is for change of establishment; and all these forms are obtainable from Council Education department.
The submitted form must show the following;
- Site plan – showing the location of the proposed school.
- In relation to the main roads and other main physical features in the village or town/city.
- Building plan of the proposed school
- Bank statement showing financial statement of the applicant that is the last 6 months Bank statement. A minimum capital of P60 000.00 is required if the applicant proposes to use existing buildings and P200 000.00 if the applicant has no buildings but owns a suitable plot.
- Existing buildings or the plot should be owned by the applicant and not rented.
- Certified copy of the Title Deed or Land Board lease agreement
- Project memorandum or business plan
- Certified copy of certificate of incorporation if the applicant is a Company.
There are preliminary discussion between the applicant and the Council Education Officer in the following;
(a) The need for such a school
(b) The distance to other schools.
Inspection of Premises
To be carried out by the Council Buildings Inspector and Health inspector and Education Officer.
Proposed name of school
The community proposes three names as well as the back ground history of the proposed name given as well as the number of people supporting the proposed name.
The applicant is presented to Council relevant structures for consideration and finally the recommendation is passed to the Ministry of Education Skills and development for approval or disapproval.
