The solar powered street lighting project aims to provide reliable and environmentally friendly street lighting services so as to reduce on energy expenses and incidents of insecurity at night.

REQUEST FOR EXPRESSION OF INTEREST TO SUPPLY, INSTALL, TEST, COMMISSION AND OPERATE SOLAR STREETLIGHTS UNDER PUBLIC PRIVATE PARTNERSHIP FRAMEWORK FOR KWENENG DISTRICT COUNCIL(TENDER NOTICE)

BACKGROUND

Kweneng District Council is seeking expression of interest from domestic and international developers and financiers of renewable Energy technology based projects and development of business models, to provide Solar Streetlights installations infrastructure in villages of Kweneng District Council under the Public Private Partnership (PPP) framework. The solar powered street lighting project aims to provide reliable and environmentally friendly street lighting services so as to reduce on energy expenses and incidents of insecurity at night.

Kweneng District Council is mandated to provide public infrastructure and basic social services to Kweneng District residents. The Council has not been able to adequately provide such services primarily due to lack of funds. The Council has identified the Build Operate and Transfer framework as an alternative option that will facilitate provision of basic services.  The involvement of private sector in the provision of public infrastructure, through the Public Private Partnership initiative, is seen as a way of augmenting public resources and capacities.

Kweneng District Council is therefore initiating a programme of installing solar powered streetlights in major villages to spur social, commercial and general development and enhance security to enable the District to realise its objective of making these villages become 24 hour-business hubs.

Towards this objective, Kweneng District Council requests interested qualified companies to submit technical and financial proposals for the installation of street lights in major villages.

1.Objective: The long term objective of solar powered street lighting is to enable business transactions to take place in improved and secure environments in all major villages.  Specifically, Kweneng District Council wishes to initiate street lighting starting with villages without street lighting at the moment.

2.Scope of assignment: The assignment will include technical design, installation and proposal on technical maintenance and a business model to ensure financial sustainability.

1.      MANDATORY REQUIREMENTS

Certified true copies of the following must accompany the EoI submission:

i) A detailed Company Profile that demonstrates capacity and key related assignments as proof of ability (previous work done and their magnitude)

ii) Evidence of back up/support from reputable solar street lights dealer and manufacturer and their capacity (local, regional or international)

iii)Tax clearance certificate certified by the issuing authority

iv)Financial capability: Provide financial statement for 2 most current consecutive years or letter of intent from reputable financial backers

v)Technical capacity: enclose CVs of two key personnel with diploma/degrees in any engineering displine with specialisation in solar energy

2. Technical proposal:  The streetlights must be solar powered; showing all technical designs, drawings, pictures and a Bill of Quantities of various optimal units; optimal specifications of components for illumination for each optional unit to include their performance and reliability, number of lighting hours after dusk, unit spacing for the different optimal units, theft features, CCTV to enhance security, recommended best options for Kweneng District conditions, saving for opting to go solar against conventional electricity sources and if awarded your mobilisation and implementation schedule.

3. Financial proposal: Unit costs for each lighting unit broken by price of components of each unit.  Rental costs payable by Kweneng District Council on monthly basis.

i. Guarantee and demonstration of amiability of after delivery services options.

ii.Specifically the proposal should indicate the financial capacity of the firm to install, commission and operate solar powered solar street lights (at own costs) and service rate to be paid by Council.

Submission of EOI documentation

Interested Companies shall submit three (4) sets EOI offer, one (1) marked original and three (3) others marked copies and all necessary documentation in one (1) plain and securely sealed envelope clearly marked  “KDC/EoI/CMS-ELC-HQ/002/2015- EXPRESSION OF INTERST – SUPPLY, INSTALL, TEST AND COMMISSION SOLAR STREETLIGHTS UNDER PUBLIC PRIVATE PARTNERSHIP FRAMEWORK”,  addressed to;

The EOI offers shall be hand delivered to LAPAD Secretary’s office within the Council Chamber premises, opposite the Rural Administration Centre in Molepolole not later than 0900 hours on the 15 January, 2016. Submission of EOI offers shall be from 11 January, 2016 and opening will be conducted soon thereafter in the Lounge Room, in the presence of bidders or representatives who choose to attend at own cost. Notwithstanding anything in the foregoing, Kweneng District Council is not bound to accept any EIO offer. Kweneng District Council reserves the right to not proceed with any further stages of the process and shall not be legally obliged to give reasons whatsoever for doing so.
