APPLICATION FOR BUILDING AND PLANNING PERMISSION

DESCRIPTION OF THE SERVICE

Jwaneng Town Council considers applications for building and planning permission monthly for developments in the Township Planning Area, through the SHHA and Physical Planning Committee. All developments(residential, commercial, industrial, civic and community, recreational) requires planning permission and building permit before commencement in accordance to Town and Country Planning Act CAP: 32:09. Council also supervises approved construction of private buildings and regulate all private development in the Township to ensure conformity with Building Control Code and other regulations.

HOW DO I OBTAIN THE SERVICE?

Required documents on submission of application

  • Application form, duly completed
  • Location Plan – drawn to sufficient scale with prominent uses/development to serve as a guide to identify the site showing the land to which the application relates
  • Site Plan – drawn to scale not less than 1:500 showing

a)     Boundaries of the land and any adjoining plot and any road fronting or adjoining those plots and its name and width

b)     Position of any existing or proposed buildings on the land

c)      Position of any existing or proposed boreholes, septic tanks, cesspits or cesspools or pit latrines, drains sewers or other sewage disposal plant on the land

d)     Position and width of any existing or proper means or access to any road from the land

e)     Set back from the building to all plot boundaries and the distance in relation to any existing development on site

 For applications referred to the Town and Country Planning Board, 8 copies will be required

  • Building Plans (*4 copies) – to scale not less than 1:100 showing;

a)   Plan of each floor and the proposed use of each space

b)    Elevation of all sides of the building

c)    At least on section through the building giving all necessary information on type of construction and building materials to be used

  • Copy of land lease/ title Deed
  • A letter with reasons for change of land use/subdivision/waiver (in case of application for change of land use/ subdivision)
  • Neighbour consultation forms duly completed ( in case of change of land use, boundary wall)

GUIDANCE NOTES FOR APPLICATION FOR CHANGE OF LAND USE

INTRODUCTION

In terms of Town and Country Planning Act grant of any change of land use is given by the Town and Country Planning Board.  However application for change of land use should first be submitted to the Town Council for consideration and forwarded to the Town and Country Planning Board for final decision. This applies to planning areas.

 Application for change of land use should be accompanied by the following:

 i) Justification/application letter stating the reasons for change of land use.

 ii) Application Form ( click to download form)

 iii) Location plan to an appropriate scale (able to be used for conference room presentation on an A3 sheet) sufficient to identify the plot to which the application relates.

 iv) Site plan to scale not less than 1:500 (8 copies).  Existing developments and proposed parking arrangements should be indicated

v) Letters of consent from neighboring plot holders.  These should include all properties sharing boundaries with the applicant’s plot.

vi) Floor plan indicating the proposed use of each room not less than 1:100.

vii) Elevation of all sides of the building.

viii) Proof of ownership or consent from plot owner.

*Drawing should be submitted at least on an A2 sheet(s)

ASSESSMENT OF AN APPLICATION

The following are some of the factors that will be taken into consideration when assessing an application: 

  • Development plans policies and other planning policies
  • Impacts of the proposed use on the neighborhood in terms of traffic and noise likely to be generated.
  • Existing surrounding developments
  • Existing character of the area
  • Size of plot and existing developments
  • Quality and nature of proposed development 
SUBMISSION OF AN APPLICATION

Anyone, who wishes to apply for change of land use, should submit his/her application to Jwaneng Town council for assessment and recommendation to the Town and Country Planning Board.

MATIMELA

DESCRIPTION OF THE SERVICE

The Pound Section has been given the mandate to collect and impound stray animals that roam around in the township.

HOW DO I OBTAIN THE SERVICE?

Reporting of Matimela

Anyone who finds stray animals should report to the nearest matimela office, chief or to the herdmen.

HOW DO I APPLY FOR THE SERVICE?

Notification and Auction Sale

Giving the full description of matimela, notification of presence of matimela in kraals is placed on notice boards across the district/towns and sent to Ministry of Agriculture to aired on Radio (REBATLISENG PROGRAMME on Rb1), advertise auction sale on Government Gazette

Requirements to release animals

  •       Letter  authorizing that person containing: name of person, id number, number of animals, brand and earmark
  •        Original or certified copy of brand certificate
  •          Owner’s certified copy of omang

For unbranded animals, there is an affidavit form that you fill at the police station

Handling and sustenance fees

  •         Cattle and horses – P2.50 per head per day
  •          Goats, sheep and donkeys – P1.50 per head per animal

P10 as special fees for bulls 

During Auction Sale

  •      You are required to pay a refundable deposit of P500.00
  •       Pay cash or by bank guaranteed cheque

Detention of animals impounded

Impounded animals are detained for a period of twenty one (21) days effecting from the date of impounding if not they are subject to auction sale. Under no circumstance shall impounded animals be released without payment.

   DESCRIPTION OF SERVICE

The service offered is integrated pest management where sanitation and hygiene is emphasized after the use of chemicals

   PROCEDURE TO OBTAIN SERVICE

 a)    Report at Jwaneng Town Council Sanitation Depot, quotation issued for payment at Council Revenue office.

b)      Submission of proof of payment and an appointment made and a copy with instructions on the preparations and safety precautions to be taken after spraying issued to client.

c)      Service is given within 2 days as per the set customer service standards.

 The Environmental Health Division provides public toilet services for the convenience of the public. There are ten (10) blocks toilets are located in various locations around Jwaneng Township with different closing times, dependent upon volume of usage.

REGISTRATION OF SCHOOL

DESCRIPTION OF THE SERVICE

The Education Department is responsible for registration of both government and private schools under the Education Act CAP 58:01 which states that registration is compulsory. Registration of schools is joint responsibility of Ministry of Local Government and Ministry of Education Skills and Development.

HOW DO I REGISTER?

Application for registration is made on two (2) forms:

Form 2 is for registration of new schools

Form 4 is for change of establishment, and all these forms are obtainable from Council Education Department.

REQUIREMENTS FOR REGISTRATION

The submitted form must show the following:

  • Site plan – showing the location of the proposed school in relation to the main roads and other main physical features in the village or town/city.
  •  Building plan of the proposed school
  • Bank statement showing financial statement of the applicant that is the last 6 months bank statement. A minimum capital of P60 000.00 is required if the applicant proposes to use existing buildings, P200 000.00 if the applicant has no buildings but owns a suitable plot.
  • Existing building or the plot should be owned by the applicant and not rented.
  • Certified copy of the Title Deed or Land Board lease agreement
  • Project memorandum or business plan
  • Certified copy of certificate of incorporation if the applicant is a company

There are preliminary discussion between the applicant and the Council Education Officer in the following:

a)      The need for such a school

b)      The distance to other schools

INSPECTION OF PREMISES

To be carried out by the Council Buildings Inspector, Health Inspector and Education Officer (Ministry of Education)

The application is presented to Council relevant Committees for consideration and finally the recommendation is passed to the Ministry of Education Skills and Development for approval or disapproval.

 SELF HELP HOUSING AGENCY

DESCRIPTION OF THE SERVICE

HOW DO I OBTAIN THE SERVICE?

Services can be obtained from our offices at the Civic Centre or at SHHA Ward office in Unit 2

HOW DO I APPLY FOR THE SERVICE?

Applicants re required to obtain the correct form from the SHHA office fill and return the forms. The applications should be accompanied by the following: 

  •  recent advice slip / affidavit for self employed
  • certified copy of Omang
  • letter of comfimation of employment
  • 2 passport sized recent photographs
  • Certified copy of marriage certificate

PLOT ALLOCATION

SHHA allocates plots to low and middle income plots. The plots are allocated on a first come first serve basis with reference to the updated waiting list.

ELIGIBILITY CRITERIA

  •  Must be a citizen Of Botswana
  •  Should earn P4400 – 36400 per annum
  •  Applicant or spouse must not own a plot in any urban area
  •  Must be formally employed or legitimately self employed

SHHA Building Material Loan

The SHHA loan is a building material loan offered to applicants, payable over 20 years at no interest. However a 10% penalty interest will be levied on default of the monthly installment. The SHHA loan can be used for extension and/or improvements to the existing houses.

  •  Must be a citizen Of Botswana
  •  Should earn P4400 – 36400 per annum
  •   Must be formally employed or legitimately self employed

Description of Service

Special wastes are those that are not collected on regular basis but by request or on-call basis. The Environmental Health Division has a service for the collection of garden waste which is done twice a month for residential and industrial premises.

A contractor has been engaged for the collection of garden waste from Environmental Units 1 -6.

 Council does collections for garden wastes in EU 7 and Industrial Area.

 How Do I Obtain Service

 Service per unit is offered twice a month.

WASTE COLLECTION

DESCRIPTION OF THE SERVICE

Environmental Health Division is mandated with the collection of general wastes from commercial, residential, institutions and industrial premises within Jwaneng Town Council jurisdiction area. Waste is collected daily from commercial, institutions and industrial and twice a week from residential premises.

 A private contractor has been engaged for the cleaning and collection of wastes in the Central Business District (CBD).

 HOW DO I OBTAIN THE SERVICE?

A collection schedule is available and may be obtained from the sanitation depot.

 COST INVOLVED IN OBTAINING THE SERVICE?

There are no costs involved.

WASTE TREATMENT AND DISPOSAL

DESCRIPTION OF THE SERVICE

Jwaneng Town Council landfill is located approximately 3km southwest of the township. The facility receives all types of non- hazardous wastes for land filling as listed below, and clinical waste which is hazardous is treated through incineration prior to disposal

  • Scrap metal
  • Domestic waste
  • Garden waste
  • Builder’s rubble
  • Soil
  • Special (confidential) waste
  • Tyres

The facility also allows for salvaging of materials or articles for recycling and/or reuse.
