Tshwaragano ya Bogosi le Puso ke popo ya chaba ee tiileng”, was the theme of the inaugural conference of the Bogosi Association of Botswana which was held on the 28th of July 2012 in Ghanzi. This maiden assembly was characterized by the attendance of the Honorable Minister of Local Government- Mr. Peter Siele, DPS Local Governance- Mr. S. M. Keaja, representatives from the Department of Tribal Administration, respective Council Secretaries and various Dikgosi.

This maiden assembly was characterized by the attendance of the Honorable Minister of Local Government- Mr. Peter Siele, DPS Local Governance- Mr. S. M. Keaja, representatives from the Department of Tribal Administration, respective Council Secretaries and various Dikgosi. When officially opening the conference, Hon. Siele stated that the conference was a historic event since the inception of Bogosi in Botswana. According to Hon. Siele, Bogosi provides an important interface between Merafe and Government. Hon. Siele further availed that, “the success of our country is attributable to Bogosi which laid a solid foundation for nation building and community mobilization for development at Independence.”

 

NEEDY TO SUPPORT BOGOSI

The Hon. Minister said that the institution of Bogosi still remains relevant in present day Botswana. Hon. Siele also noted that “as a nation there is need to support Bogosi for promotion of good governance, botho, self-reliance, development and unity.” To augment this, Hon. Siele availed that, “as government, we cannot increase the uptake of government programmes and other initiatives without involvement and backing of Bogosi.” During his address at the well-attended first conference of the Bogosi Association of Botswana, Hon. Siele touched on the challenges that Dikgosi face namely; financial challenges, succession disputes, dispensation of justice and political interference with regard to Bogosi. When alluding their concerns with regard to the Ministers address the Dikgosi in attendance complained of low salaries, shortage of vehicles, political interference in Bogosi matters, conflicts caused by power hungry leaders, a need to be orientated, issues of transfers in their various Tribal Administration offices and District Commissioners being given more priority as compared to Dikgosi.

HOW RECESSION AFFECTED PAYMENTS

DPS Local Governance- Mr. S. M Keaja commented on the issues raised by Dikgosi by stating that the economic recession has been detrimental to most government departments and as such he availed the little funds that are available will be used to orientate newly appointed Dikgosi. With reference to other issues that were raised DPS Local Governance noted that his office will take a closer look at them and avail feedback as and when it is available.

It is in this context that the first ever conference of the Bogosi Association of Botswana was concluded. It may thus be said that this ground breaking event was a platform from which Government and Bogosi can strengthen their working relationships for the benefit of the populous at large.
