SERVICE DESCRIPTION

       -    SHHA department is responsible for application of low middle income plots.

-          issue building material loan maximum of P45 000.00 and P60 000.00 turnkey

-         To collect monthly service levy and loan

-         To provide technical advice to plot holders and beneficiaries of SHHA loans

-          Process application for Title Deed

 

HOW DO I OBTAIN THE SERVICE

 For a person to qualify for a SHHA plot he/she should be:

 

-         Be a Motswana citizen

-         Age 21 years and above

-         Earning P4 400.00 to P36 400.00 per annum

-         Bring copy of Omang

-         Pay slip

-         Two passports photos

 

BUILDING MATERIAL LOAN

 The loan limit has been increased to P45 00.00 to complete an already existing structure. An assessment is made as to the level of development and the cost of completion which is not supposed to exceed the limit stated above. The applicant still continues to buy building materials. Interest is only charged when the applicant defaults.

 For a person to qualify for building material loan (BML) he/she should be:

 

-         Earning P4 400.00 to P36 400.00 per annum.

-         Bring copy of Omang

-         Pay slip

-         Two passports photos

-         Not owing service levy

-         An assessment is made as to the level of development and the cost of completion which is not supposed to exceed the limit stated above

-         To produced approved plan

 TURNKEY DEVELOPMENT SCHEME

 This is where the beneficiaries are handed a complete house to the tune of P60 000.00 without them buying materials like the old SHHA loan. For one to benefit he/she must be earning not less than P4 400.00 and not exceeding P36 400, 00 per annum.. The amount of loan is determined by monthly income of the applicant and the monthly installments should not exceed 25% of the monthly income.

 For a person to qualified for Turnkey loan he/she should be:

-         earning P4 400.00 to P36 400.00 per annum

-         bring copy of Omang

-         pay slip

-         two passports photos

 COST INVOLVED IN OBTAINING THE SERVICE

 Repayment period is 20years at 0% interest 

10 % will be charged to beneficiaries who will default on their payments

-         orientation sessions are conducted after the approval of loan

-         first installment is paid before drawing of materials

-         materials are drawn in stages and if in arrears no material is issued

The water and waste water department is also responsible for un-blocking domestic and Council Facilities which are require such service. This is catered for on its daily operations and has to be conducted within a day of occurrence.

 

 HOW DO I OBTAIN THE SERVICE

 When the customer recognizes that the line is blocked he or shall report to the water and waste water department upon which he or she will be advised to pay a fee at the nearest pay office. A receipt shall be brought to the water and waste water department offices as proof of payment for the services required. The customer would then be registered and await his or her turn to be serviced which shall be done within a day.

 

   HOW DO I PAY FOR THE SERVICE

 

The customer has a choice to pay cash at any Council revenue office at Civic, any SHHA offices or to the revenue collectors at the Clinics.

 

  COST INVOLVED IN OBTAINING THE SERVICE

 

The applicant will be expected to pay a P30.00 amount for any blockage that occurs on his service line.

 CONNECTION TO PUBLIC SEWER

The right to connect to a public sewer under Township Act Cap 40.02, Town Council (Public Sewer) regulations of 1982, entitles an owner to have the drainage installation of his premises to be connected to a public sewer. This is meant for all plot owner both citizens and non citizens where a public sewer and a sufficient supply of water is available.

   HOW DO I OBTAIN THE SERVICE

A person who requires the drainage installation of his or her premises to be connected to a public sewer shall put his or her request to the Council by completing a standard application form at Water and waste water Department Offices located at Light Industrial in Francistown.

 

The applicant shall produce a certified copy of Identity Card or passport, certified copy of a plot ownership (certificate or title deed), recent letter received at the mailing address and two copies of a detailed floor plan showing internal plumbing and the sewer reticulation for assessment as approved by Building Control.

 

When the Council receives the application it advises the applicant whether or not the application has been granted or rejected. If rejected Council states reasons for its rejection and if it is approved the Council advises the applicant to carry out the required works at his or her expense.

 

HOW DO I PAY

Applicant has a choice to pay cash at any Council revenue office at Civic, any SHHA offices or to the revenue collectors at the Clinics. A receipt shall be produced upon payment which shall then be brought to the waste water department alongside other documents for approval by the department.  

 

  COST INVOLVED IN OBTAINING THE SERVICE

Depending on the category of the plot the applicant will be expected to pay a corresponding amount of connection fee and an annual maintenance fee for approval of the application as tabled below.

SERVICE DESCRIPTION

Our Department is responsible for the provision of fire fighting services, Fire Prevention lectures to the public, Pre hospital car/ambulance and the Special services; Road traffic accidents and hazardous materials incidents.

HOW DO I OBTAIN THE SERVICE

Fire fighting services are rendered through emergency line 998 and running calls. The applicant has to write application letters to the Department of Fire in request for Fire Prevention lectures/course are provided by institute.

 COST INVOLVED

Private companies and Central government employees are charged a nominal fee of P80.00 per participant for fire preventative lectures, while government students are taught for free.

 SERVICE DESCRIPTION

Parks Department is responsible for the provision of graves under the township act chapter 40:02 which state that all people who wishes to be buried in cities and towns should apply for graves.  The services are available for both citizen and non-citizens with appropriate applicable fees.

HOW DO I OBTAIN THE SERVICE

Customers must present themselves in person or send someone with a certified copy of their identification card to the nearest parks Department office.  The valid national identity Card or certified copy for Citizens or resident permit for non-citizens.

HOW DO I APPLY FOR SERVICE

CITIZENS

The applicant must present themselves to the nearest parks office with a Valid National Identity Card or a Certified copy (Omang), Identity card of the deceased death Certificate. The applicant has to pay P60.00 an adult and P50.00 for children. They should get the receipt and go to the nearest Parks office for the grave number.

NON-CITIZENS

Applicant must write a letter to District Commissioner which state that the deceased has to be buried here and then write a letter to the Town.  The applicant must then present themselves to the nearest parks office with their valid proof of identifies, resident permit in case of non citizen, letter from the Town clerk and the Death Certificate. Adults to pay P70.00 and P60.00 for children.

 

 TREE CUTTING

The applicant should go to the nearest Parks office for the service and the officers will go and inspect the tree size and charge according to the tree size.

 HIRING STADIUMS

Teams hire stadiums at 20% of the gate takings and for friendly games are P50.00 per hour. Applications should go to the Parks office and requires services.

SERVICE DESCRIPTION

Inform farmers about animals impounded within Francistown area.

HOW DO I OBTAIN THE SERVICE

Call 2419325 or report in person to the offices at the Bus Rank or visit the Council. Hours of operation are from 0730 hours to 1630 hours from Monday to Friday. 

The following are required when claiming your animal;

  • Valid brand certificate
  • Valid Identity Card (Omang)

COST INVOLVED

(a)   Cattle, horses, pigs

1. Pound fees        P0.50 per head

2. Trespass fees     P0.20 per head

3. Sustenance fees P0.25 per head per day

4. Mileages            P1.50 per day for all animals whether one or more

 

(b)   Donkeys

  SERVICE DESCRIPTION

 The department is regulated by the Town councils (Public Sewer) regulations of 1982

 Water and waste water department is responsible for Operation and Maintenance has two sections that are:

In 2001 the government’ s policy on waste water and sanitation management was published management

1.     Blockage and vacuum Tankers

2.     Construction and Repair

 

The blockage crew is responsible for un-blocking domestic and Council Facilities which are blocked and the Vacuum Tanker crew is responsible for emptying Pitlatrines, Septic tanks and Pump stations.

Construction & Repair is responsible for the provision of sewerage connection points to facilities that have no connection points. It is also responsible for maintenance of the sewerage line.

 

  HOW DO I OBTAIN THE SERVICE

 

For blockage or Vacuum tanker matters customers must present themselves in person or send someone to our office with a receipt showing payment of the service they require. For Applicants who wish to apply for sewer connection, they must present them selves to our office with a certified copy of ID, certified copy of a plot certificate (e.bg title deed, e.t.c), recent letter received at the mailing address and two copies of a detailed floor plan showing internal plumbing and the sewer reticulation.

 

 HOW DO I APPLY FOR SERVICE

 For domestic clients who require blockage or vacuum tanker service, he/she must pay at the nearest Council revenue and bring the receipt to our office. For those applying for sewer connection, they should present them selves to our office with a certified copy of ID, certified copy of a plot certificate (e.g title deed, e.t.c), recent letter received at the mailing address and two copies of a detailed floor plan showing internal plumbing and the sewer reticulation for assessment and proof.

The office deals with the collection of property tax, commonly referred to as rates. Rates are charged on all rate-able properties using the under-listed bye law rates.

Statutory instrument no 6 of 1981 provides for interest at 12% per annum on all rates unpaid three months after due date.

SERVICES

  • Collection of rates through issuing of invoices for that financial year (1st April – 31st March(following year))
  • Issuing of rates Clearance certificate only when rates have been fully paid
  • Issuing of confirmation letter to Building Control for plan approval
  • Change of ownership through confirmed rates clearance certificate and Title Deed.

The water and waste water department is also responsible for collection of waste from on site sanitation facilities such as septic tanks, cesspools and pit latrines through the use of vacuum tankers.

   HOW DO I OBTAIN THE SERVICE

When the customer recognizes that the facility requires emptying he or shall report to the water and waste water department upon which he or she will be advised to pay a fee at the nearest pay office. A receipt shall be brought to the water and waste water department offices as proof of payment for the services required. The customer would then be registered and await his or her turn to be serviced which shall be done within two consecutive days

 NB. For those requiring emptying of Pit Latrines they should ensure that it is pre treated before the request for the tanker to come to their place.
