Procuring Entity- Department of Social & Community Development

Tender no: CHDC/S&CD/01/2011.

Tender title: A request by the department of Social & Community Development that Adjudication Committee considers errors in price inconsistency and make necessary decisions for Ewetsemang Investments (PTY) Ltd in regard to tender no: CHDC/S&CD/01/2011-Supply and delivery of food rations and toiletry for the social and community development beneficiaries on the following items;

• 400ml body lotion at a quoted price of Pula thirty-four twenty-five thebe only (P34.25) for orphans family one.

• 400ml body lotion at a quoted price of Pula fourteen and fifty thebe only (P14.50) for orphan’s family two and four.

• 400ml body lotion at a quoted price of Pula fourteen and ninety-six thebe only (P14.96) for orphans family three.

Adjudication Decision: The Committee approved that these prices must be maintained as they are the tender prices awarded to Ewetsemang Investments (PTY) Ltd and they are part of a contract that has been signed between Chobe District Council and Ewetsemang Investments (PTY) Ltd.

Procuring Entity – Finance & Development Planning –Procurement & Assets Disposal Division

Report from Finance and development planning-Procurement and Assets Disposal division on a public auction sale held on the 10th December 2011 at 0900 hours at Chobe District Council warehouse in Kazungula was presented before the Committee for information purposes. Further, the report had requested Adjudication Committee to approve that tyres be auctioned weekly and as when the need arise. 

Auction Amount: Pula thirty-four thousand four hundred and fifty only
(P34 450.00) was raised from the public auction sale.

Adjudication Decision: Approved that tyres be auctioned weekly as and when the need arises.

Requests for Approval of Procurement Method

Procuring Entity-Civil & Mechanical Engineering Services –Transport Management & Mechanical Services Division

Request title: A request by Transport Management & Mechanical Services to use direct procurement method by engaging Barloworld-Francistown for the repairs of council landfill compactor CAT 816F.

Justification for direct procurement: Barloworld is the sole distributor of CAT equipment in Botswana.

A quotation has been sought from Barloworld- Francistown to repair the machine at a quoted amount of Pula twenty-six thousand two hundred and thirty-three, sixty-six thebe only (P 26,233.66).

Adjudication Decision: Conditionally approved. The procuring entity was advised to fill inform SF 004-Request for approval of procurement method.

Submission Date: 27th February 2012.

Request to Increase Price in Favor of Engine Center -Francistown

Title: A request by Transport Management & Mechanical Services to change the original awarded amount of Pula twenty-three thousand one hundred and sixty-four, ninety-six thebe only (P23, 164.96) in favour of Engine Center- Francistown to Pula forty-four thousand seven hundred and sixty-six and twenty thebe only (P44, 766.20) for engine Overhaul to B493 ANT.

Justification: Engine Center- Francistown was awarded this work during the Adjudication committee sitting of the 14th December 2011. On the 16th January 2012, Engine Center -Francistown wrote to inform Chobe District Council that that their bid amount of P23, 164.96 was under quoted as they had overlooked that the engine to be overhauled was a six cylinder and wished to revise their bid price to P44, 766.20.

Adjudication Decision: Price adjustment approved.

Request for Aproval of Procurement Method

Procuring Entity – Social and Community Development

Request title: Department of Social and community development – submitted to Adjudication Committee (Form 004 (1): Direct Procurement –Section A: Request for approval of procurement method.

Subject of Procurement: Training for bakery and sewing Beginners Course.

Justification for Direct Procurement: RIIC is the only accredited service provider offering the required services.

Adjudication Decision: Approved.

Procuring Entity – Department of Public Health-Environmental Health Division

Request title: Department of Public Health – submitted to Adjudication Committee (Form 004 (1): Direct Procurement –Section A: Request for approval of procurement method.

Subject of Procurement: Supply and installation of landfill incinerator burners (x2) at the Kasane sanitary landfill.

Justification for Direct Procurement: ANJ Enterprises is the sole distributor of the equipment and also that the incinerator is critical equipment for treatment of clinical waste at the landfill.

Adjudication Decision: Approved.

Submission Date: 16th February 2012.

Bidder’s Right to be Debriefed

Bidders are informed of their rights to seek debriefing on the outcome of their individual tenders/bids with the LAPAD Secretariat. This is in order to enable unsuccessful bidders to improve on their future tenders. A debriefing policy is in place to enable contractors to obtain such information without going to Chobe District Council-Rural Administration Offices-LAPAD Secretariat. Contractors can only get debriefed on their own bids and not on their competitors’ bids.

Successful Bidders should note that they should not proceed with contract implementation/mobilization until they have received written confirmation of contract award from the LAPAD Secretariat.
