Chobe District Council considers and grants planning permission monthly for developments in the district especially in Kasane-Kazungula Planning Area, through the SHHA and Physical Planning Committee. All developments requires planning permission and building permit before commencement in accordance to Town and Country Planning Act CAP: 32:09

 1.     How to apply

 Required documents on submission of application

(i)    Location Plan – drawn to sufficient scale with prominent uses/development to serve as a guide to identify the site showing the land to which the application relates

(ii)    Site Plan – drawn to scale not less than 1:500

 

a)     Boundaries of the land and any adjoining plot and any road fronting or adjoining those plots and its name and width

b)     Position of any existing or proposed buildings on the land

c)      Position of any existing or proposed boreholes, septic tanks, cesspits or cesspools or pit latrines, drains sewers or other sewage disposal plant on the land

d)     Position and width of any existing or proper means or access to any road from the land

e)     Set back from the building to all plot boundaries and the distance in relation to any existing development on site

 

(iii)    Building Plans (*4 copies) – to scale not less than 1:100 showing;

a)     Plan of each floor and the proposed use of each space

b)    Elevation of all sides of the building

c)    At least on section through the building giving all necessary information on type of construction and building materials to be used

 

(iv)   Copy of land lease/ title Deed

(v)   A letter with reasons for change/subdivision (in case of application for change use/ subdivision)

HOW MUCH DOES IT COST

(vi)   There  is a perusal fee paid on submission of every application and it is determined by the floor area of the proposed development, as indicated below;

(vii)   Floor Area                                      Perusal Fee

(viii)   0 – 50m2                                       BWP20.00

(ix)    51 – 150m2                                    BWP50.00

(x)     151 – 500m2                                  BWP150.00

(xi)    501 – 2000m2                                BWP500.00

 

2.     Payment of perusal fees

(i)    If all documents in (1) above are complete, perusal fees is paid at Revenue Office, of Chobe District Council

(ii) Payment can be made in cash or bank guaranteed cheque in favor of Council

3.   Applications are presented to a Council SHHA & Physical Planning Committee, made up of sitting councilors.

(i)    Committee sit every first week of the month

(ii) Considers applications and make decisions

(iii)  Recommends others application to Town and Country Planning Board as per the TCPA CAP.32:09

 

4.      Decision of the Committee is communicated to the applicant within seven days

5.      Applicants may collect approved plans any time after receipt of letter granting them planning and building permit

6.      Applicant may commence development with services from council offered on request

The Education department provides for hiring of  classrooms, kitchen and pots at low prices for various activities.

Application to hire

All applicants must write a letter to the Council Secretary detailing name of organization, purpose of hire, period of occupation, number of people to be accommodated, number of classrooms or pots to be hired as well as date of arrival and departure at a school.

Community Capacity building is a major Government Development programme aimed improving the socio –economic of the people at grass root level. This is done through strengthening of Local institutions such as VDC’s, improving communities’ access to public services and promoting productive and employment generating activities.

  • The community with the assistance of the community development worker come up with a project which are within their approved village development plans
  • The VDC discusses the proposal with S&CD(Community Development Division) and Council Planning Division  in the council who endorse the proposal
  • The  latter divisions prepare Project Memorandum for forwarding to the department of social services for acquiring funds

The framework of the Revised National policy on destitute person of 2002 is to ensure that government provides minimum assistance to the genuine destitute person to ensure their good health and welfare. The policy defines a destitute as an individual who, due top disabilities or chronic health condition, is unable to engage in sustainable economic activities and has insufficient assets and income sources.

Fire Department is responsible/mandated with the responsibility of fighting fires and emergency response of saving lives, providing emergency medical services to road traffic accident casualties.

How to I obtain the service

Customers must report all the emergencies though an emergency no.998 or direct line soon to be made available to them.

 Public Education

Fire department is responsible for all fire prevention and public education. The Fire department has a duty to inspect all business premises and all government that are places of work. The purpose of the fire inspection is to make sure that all premises are provided with fire fighting facilities and to make sure that all places people work in are safe for the occupants.

C. Fire Inspections

 Inspection required for a trading licence

All the business owners are required to have a fire inspection report for acquisition and renewal of a trading licence. The fire report indicates to the licensing authority that the business has provided fire fighting facilities.

D. Plan Perusal

The fire department and fire is a member of a Council Building Control Committee that is responsible for plan perusal. In the committee the Fire department advices on matters of safety and provision of fire plans.

A noise and nuisanse permit is a permit given to a customer who intend to play an audio or sound producing instrument for either entertainment, private parties, political rallies, public announcement etc.

How do i apply for the service.

What you need for this permit is as follows:

  1. Letter to Council Secretary requesting for a noise and nuisance permit
  2. Stipulate date and venue where the permit will be used

3.    Produce a copy of your identy card or passport (if you are non-citizen)

4.    You must be a person of full legal capacity i.e

  • you must be male or female of sound mind.
  • You must be major( 16 years and above).

NB: Council bye-laws only allow noise from 07:30 to 22:00 hours

Cost of the service

We offer noise and nuisance permit for free (this is subject to review).

Applications for registration of a school can be done by any Local Education Authority or individual, citizen or non citizen. Registration can be done at the Education Department, RAC – Kasane, office 108 or 109. There are no fees needed to register.

How do I register?

Applicants are to complete forms applicable to them, that is, either a form for Local Education Authorities or for an individual. The forms can be downloaded from the internet, or obtained from the above mentioned offices. The forms are to be completed in triplicate.

·         Copy of a detailed plan of the proposed school buildings

·         Estimated enrollment for both staff and students according to gender

Orphans have been a part of society since time immemorial. Today the number of orphans has increased beyond the traditional coping mechanism of the extended family and its capacity to provide adequate and quality care. In response to this, multiple interventions were put in place to respond to the broad range of needs of orphans and vulnerable children, their families and communities.

NB: An orphan is defined as a child below 18years who has lost one (single parent) or two (married couple) biological or adoptive parents. Married couples also include those married under customary marriages. It does not include cohabiting partners. Children who are abandoned or dumped and their parents cannot be traced are termed as social orphans.

HOW DO I OBTAIN THE SERVICE

·         Submit the following documents to S&CD officer in your area

·         Birth certificate of the child to be registered as an orphan(Civil and registration Department)

·         Death certificate of the deceased parents(Civil and registration Department)

·         Identity number of the caregiver

·         Registration form is filled by a Social Worker in your Area

HOW DO I APPLY FOR THE SERVICE

·         No application is needed, you only submit the above mentioned documents to the Social Worker in your Area.
