Building control is a section under Architecture and Buildings Department. This section together with Department of Physical planning supervises construction of private buildings and regulate all private development in the District to ensure conformity with Building Control Code.  The department

·         Prepares different types of building plans for council facilities e.g schools, clinics, staff houses etc.

·         Pays staged inspections visits to building sites where building permits have been issued and produce reports.

·         Peruses and scrutinize applications for building permission every month

 How do I apply for the service

 

·         Complete Planning and Building Permission Form in Triplicate

 Septic tank Details or Conservancy Tank

·         One copy of plot certificate, lease etc.

·         For expatriates, a valid passport.

NB: All copies must be on A3 size paper and above.

 

How do I obtain the service

 Submit the above mentioned documents to Arch and Building at Masunga Rural Administration Centre (RAC),  office 115 for application processing.

1. Service Description

Environmental Impact Assessment (EIA) is a process and technique used to predict and evaluate the environmental consequences of human development activities and to plan appropriate measures to eliminate or reduce adverse effects and to augment positive effects.

The following are some of the justifications for conducting an EIA:

  • Ecosystems have a limited capacity (ecological threshold) to absorb and cope with the stress resulting from various human development activities.
  • People who live and work in areas affected by proposed projects have a right to a clean and healthy environment.
  • Elimination or reduction of cultural, social, economic and ecological impacts is usually more costly than preventing them in the first place.
  • Cultural, social, economic and ecological degradation can jeopardize project viability.

2. How do I apply for the service?

To acquire an authorization for Environmental Assessment, one has to follow several steps noted below;

  • Complete and Submit the Project Brief form directly to the nearest DEA offices or by post. Click here to download the form (doc) (pdf
  • The form will be reviewed to check if the project requires a detailed Environmental Assessment study. During review the project may be authorized to proceed without a detailed assessment, or it may be recommended that an Environmental Management Plan (EMP) be developed or an Environmental Impact Assessment (EIA) study or a Strategic Environmental Assessment (SEA) to be undertaken.
  • Where detailed assessments (EIA/EMP) have been recommended, developers are expected to engage certified Environmental Practitioners (click here to view a list of certified consultant) to undertake the studies on their behalf at the developer’s expense.
  • A Scoping report and Terms of Reference is required where a detailed EIA has been recommended.
  •  All reports are submitted to DEA for review and approval prior to acquisition of a license or a planning permission. The Scoping report and Terms of Reference should also be approved by the DEA before proceeding to a draft EIA report.

Submission of Scoping Reports and Terms of reference, Environmental Management Plan and Environmental Impact Assessment;

  • Ensure that the numbers of copies submitted are as requested in the previous correspondence from DEA.
  • Hard copies should be accompanied by a soft copy.
  • Reports are submitted directly to DEA offices or by post
  • Scoping Report and Terms of reference  report is reviewed within 28 working days
  • Environmental Management Plan is reviewed within 60 working days. (No Scoping report and Terms of Reference required.)
  • Environmental Impact Assessment/ Strategic Environmental Assessment  report  is reviewed within 60 working days

3. Cost involved in acquiring the service?

1. Service Description

 

Connection of water points to households, commercial, institutional, industrial and small agricultural establishments excluding irrigation in 15 major villages.

 

2. How do I obtain the service?

 

Contact the Department of Water Affairs (DWA) station. Conduct a site visit to assess the feasibility for connection. If the feasibility report is positive the request is accepted.

 

3. How do I apply for the service?

 

·        Complete the prescribed form W2 or W1 and be accompanied by verification of title to the land (i.e. Customary Land Grant Certificate, Title Deed and Letter of authority from the Director of Lands).

·        Submit original application form for Grant of water right made on the prescribed form together with a copy of the Customary Land Grant Certificate or the Title Deed incase of the State Land the letter of authority to use the State Land from the Director of Lands.

 

 

4. How much does it cost?

 

  • P60.00 for processing the application
  • Pipeline trenches done by customer: P479.00.
  • Pipeline trenches done by DWA: P879.00.
  • Incase of connection outside the water works area the fee is determined by the total cost of providing the connection.

BACKGROUND

The Licensing Committees have found it necessary to provide brief information for circulation to both investors and potential investors.  This information is published to guide investors in completing applications for industrial licenses.

Once an investor is ready to apply for an industrial license, he/she must fulfill conditions, in line with the Industrial Development Act 2006, Amendments and Industrial Development Regulations 2008.

According to the Industrial Development Act, all manufacturing enterprises must have industrial licenses, which are issued by the Industrial Licensing Authority (ILA) and the Regional Licensing Committees.  These licenses are valid for an indefinite period subject to compliance with the conditions upon which they are issued.

REQUIREMENTS:     As listed below:

  1. Provide business background or Executive Summary.
  2. Complete Form AIL (1), in duplicate for each company.  Application forms are available from the respective Councils country wide.
  3. Provide certified copies of the Certificate of Incorporation for the company, to indicate that the company is registered in Botswana and share certificates.  Registration of all companies is done at the Registrar of Companies, P. O. Box 102, Gaborone, Telephone No. 367 3700;
  4. Provide a detailed description of the production process to indicate how each product will be produced, as requested on the  “Additional Information” Sheet, then answer all questions as listed that are intended to address the environmental issues.
  5. Provide an Environmental Impact Assessment Report/ Statement, the guidance of which can be obtained from Director —Department of Environmental Affairs in the Ministry of Environment Wildlife and Tourism, Old Lobatse Road, Travaglini House, Phone 3902050.
  6. A  Health inspection report should be submitted.
  7. Submit a report from Physical Planning Officer, confirming the zoning of the place of operation. 
  8. Provide lease agreement between the Lessor and the Lessee/letter from the landlord showing his/her intention to lease out the plot;
  9. Work and residence permits should be submitted for foreign shareholders/directors or Managing Directors.
  10. Copies of identity cards for citizen shareholders.
  11. Finally, remit the sum of P50.00 with your application forms, for              administrative purposes. 

NB:  All licensing committee meetings will be held weekly, and it is advisable that all applicants file their applications well in advance for the secretariat to appraise and include them in the agenda.
